This guidebook appears to be provided from the Army Chief of Legislative Liaison, Major General Richardson, to "assist" Congressional staffers in responding to constituent inquiries.

I provide this just so folks understand the likely response they may ultimately receive from a Congressional Inquiry.

While this "guidebook" seems focused on the audience of Congressional staffers who may be the point of contact when a constituent contacts their Member of Congress, I can state that in my experience as an Army JAG, having been tasked to draft responses myself, much of the same language used in this "guidebook" would be used in responding to the Member of Congress.

As to substance, my quick review of the MEB/PEB/IDES issues contained in the reference seems to be common boilerplate language. Not all of it wrong or objectionable. However, I did see some language that I disagree with and/or believe does not reflect the current law governing the issues in the MEB/PEB/IDES process.
