I got PDRL because of the following statement on my DA 199: "Permanent retirement is recommended based on severity of the Soldier's conditon and the improbability that this disability rating will change. IAW the 14 October 2008 Policy Memborandum on Implementing NDA 2008, Paragraph E7.2.1, the Soldier's rating is 80% or greater and stable without considerating of mental disorder."
2. The Rating IAW VASRD para 4.25 and 4.26: Bilateral Factor: 30% combinded with 30% = 51% combined with 30% = 66% combined with 10% = 69% plus 6.9% bilateral factor = 75.9% wich rounds to 76%.
100% combined with 76% (above) = 100% combined with 40% = 100%
3. What does your original VA award letter state for re-eval on your MH condition? Final-per 4.129 SM needs a mental exam 6 months following the discharge from AD.

§4.129 Mental disorders due to traumatic stress.
When a mental disorder that develops in service as a result of a highly stressful event is severe enough to bring about the veteran's release from active military service, the rating agency shall assign an evaluation of not less than 50 percent and schedule an examination within the six month period following the veteran's discharge to determine whether a change in evaluation is warranted.
5. My Final VA rating also stated the following: " We assigned a permanent 100% disability evaluation for your service connected disabilites effective June 30th, 2013" (whch was the date of my retirement). I finally got my final rating Feb 6 2014.

6. They also state: We enclosed a VA Form 21-8760 , " additional information for Veterans with Servcie Connected Permanent and Total Disability,' which explans certain factors conerning your benefis"
7. I went to the Veterans Service Officer and he read everything and said I was 100% Total and Permenant. I went to the VA Clinic and they have me as 100% but not Total and Permenant.
