-ebennefits still says Pending Decision Approval 2/27/16 to 5/24/16- November 18th

My question is what has been the average wait time from Historical to 199? And how long is the wait from 199 to getting your separation orders? Any help would be greatly appreciated.

Sounds like you are in a similar condition as I am. Did you receive any notification on what your ratings are? I just checked and I have a claim that is now in "Historical", and it says:

Claim closed 16 Nov 16 - "The VA has sent a decision packet to you by U.S. mail. The packet includes details of the decision or award. Please allow standard mailing time for your packet to arrive before contacting a VA call center."

I'd like to know what I'll actually receive in the mail when it gets here, I guess. If you 'hover' over the "?" next to where it says "Complete," you'll likely see similar verbiage.

You won't receive anything in the mail, it goes to your PEBLO. In most cases if the VA gives you a date that they sent it back to the PEB that should correlate with that claims close date in historical claims by a day or two. Just to clear things up about the whole 3-10 day mailing thing. This used to be the case, actually in the (now) outdated IDES timeline there was a 15 day admin period for moving packages through the mail. I believe the marine corps, of course, was the last service to transition to digital services. So now everything that is sent from PEBLO to PEB to VA to PEB to PEBLO is all electronic. Safer and quicker process. The only mailing that would go on is when you would ask the VA to mail your proposed ratings to you through a phone call.

By the sounds of it, your package is moving forward. Like I said, you can get your proposed ratings before the PEBLO gets back to you by contacting the VA 10 days after your claim went to historical. It will be a packet that will say you have been unfit and the VA is proposing your ratings are "..." and you have been rated x or y for what ever conditions. It will tell you what was service connected and what was not if that is the case as well. I just got mine and I know more about my case than my PEBLO knows. It's really back dooring them but I don't care, and neither should you because this doesn't effect anyone but yourself. In the VA packet it even states this packet is for your personal essay for better financial planning upon your EAS because the DoD finds you unfit. It says "if you are qualified for benefits..." and goes on to describe how much you would potentially rate every month and what other benefits from the VA you may qualify for. Obviously nothing is completely set until you are 1 day past your EAS because then you are actually considered a Veteran to the VA. As a result no one rates VA benefits until they are a veteran, qualify, and have a DD214. Little stipulations here and there but it all works out in the end.

So basically you are unfit, you just have to make sure everything lines up on the DoD side to what you want. (IE: retirement, separation pay, continue with informal board, go to formal board etc).

Cobra it looks like I am running about 2 weeks behind you at this point. I would be very interested when you get your 199 as mine should come soon after that. Thanks.

Thanks, Cobra. I keep running into 'brickwall' every time I ask, but I think I'll call and officially request they either mail or Fax the proposed ratings, because I agree; this is about me and my family's financial situation, and I do not feel that info should be withheld for any reason.

Thanks again, and I'll let everyone know what happens when I 'formally request' my findings.

EDIT: So the Rep stated I had to wait 10 "business" days from when it was mailed on 16 Nov before I could request a "2nd mailing" of the results to my home address. Pretty frustrating, as she stated they could not e-mail or Fax the results, only via U.S. Mail.

I guess I just haven't been lucky enough yet to get a Rep that is willing to convey my ratings. Ugh...

I called today and they told me the same thing they can not fax them just mail them. I even tried to get them to tell me what they were they would not tell me. I know they have a lot of people call asking but like everyone is saying this is for our family we are the ones that our lives are changing on a dime. Have to get use to being a civilian again which is hard for some people when this has been their life for a long time. Hopefully not much longer.

I really believe that it's the VA rep that you get. I just kept calling back, and finally on day 9 they sent them. I really don't care who I piss off anymore because I'm sick and tired of waiting. The VA reps would tell me nothing has changed since the last time you called, sir... Then I continued to call back and the guy that FINALLY faxed me my ratings didn't even know he was allowed to fax them. He mailed a courtesy copy to me too. I picked them up from Staples faxing services for 8 dollars for 8 pages. Didn't even care, I would have paid 20 after waiting almost a year for them. But once I got them it was a sigh of relief to actually know what to expect. Like I said in my forum post, I have done all the foot work myself, and I have continued to do so. I like to be informed. The military made me very impatient since I've spent 8 years waiting on idiots of all ranks in the Marine Corps. My patience has run out.

So my update past the VA has been this.

I got my ratings, through contacting the VA numerous numerous times. I had finally got ahold of my PEBLO at the beginning of the month (November) when my VA ratings got sent back to the PEB. She told me "anyday now!" It has been almost an entire month. That means any day now? LOL. I recently called the PEB and back doored my PEBLO, again, because they really have no clue or really care what goes on, they are definitely just there to make a paycheck (when they are there like 3 days a week). Some LT picked up and was asking me if I have a PEBLO, I told him yea I definitely do but I'm tired of being misinformed. Anyways, the LT said the PEB is on a 30-40 day goal right now to get the finidings back to the PEBLOs. They then have 10 days to get them back to MMSR 4 to index them or whatever so your EAS can change. Right now they are giving the last day of Jan as new EAS's. I've had two buddys get that date and they are 2 weeks ahead of me. I'm requesting as soon as possible once my findings come back. I have a Master degree I'm starting on 9 Jan and I need to be out. Done with this. It has been a year.

HAH!!! You are Soooo right. I called again today to ask about a form I was filling out, but asked the question "I was mailed some items on the 17th, and I received them on Monday, yet my Ratings, that were mailed before them, haven't arrived yet. Can't I get a 2nd copy mailed to me?" to which she replied "What date are you referring to, sir?" And I said, "The 16th, they were mailed a day earlier, yet still have not arrived, and I have no idea why, but can't we call it 'lost' at this point?" to which she replied. "Yep, that's the dte I have as well. Well, I can FAX them to you right now if you'd like." And I said "Oh,yes, thank you so much. Let me get you the FAX number, if you can wait just 2 minutes." To which I requested one of my Sailors walking by to go get the FAX number like, yesterday. So, blah, blah, blah, and YES!! SUCCESS!! Finally got the answer. The Fax was 10 pages, and on pg 1 it states my uniformed service has found me UNFIT and request a rating from the VA. The next two pages showed my Overall Rating and expected compensation??? 90% Total and about $2K/mo. Wow!! About 40% higher than I thought. The next few pages listed ALL the items rated--I had 3x30%, 2x20%, and 8x10%, then about 10 more at 0% and only one was deemed not service connected. The VA found 3 more items during my exams they asked if I wanted to be rated, which I said yes, of course, and am working that issue now.

Anyway, yes, it's all about who the VA Rep is you speak to. I probably wouldn't call everyday, but after it's been over a week, I'd call and ask something similar to what I asked--can we call this one lost and may I request a re-mail-out of my ratings?? You might get lucky and get one who will FAX it out like I did. So yeah, this is a big deal, kinda, and appeal to their human side. They'd want to know as well. I don't understand all the hullaballoo over letting us know what we were rated by the VA.

Thanks, Cobra, again...time to update my sig!

Finally was able to get the VA to fax me my ratings, 60% overall on December 8th, pretty happy based off of this, hoping DOD to be at least 30 now.

Oddly enough my times on ebennefits changed to 3/26/17 to 6/28/17, hopefully this means that I am getting ready to get my 199 soon. Anyone else see these changes after they got their ratings faxed from the VA?

No, but mine changed drastically when they 'closed-out' my ratings, for lack of better term. They called me the day they were finishing my Ratings, as they told me they were doing so, but wanted to know if I wanted to claim a few other items that were not originally claimed. On THAT day, they changed, as you can see on my timeline in my sig-block ; they added about 3 months to my timeline on e-Benefits. And BTW, I STILL have not received official word from my PEBLO--4 Weeks after the VA Closed that case and sent the findings back to the PEB.

NAV LDO, have you heard anything yet, I think I'm a few days behind you from the looks of it?

Yep! It's official Unfit 10% PDRL as of 30 Dec 2016. I believe I received the PDRL based upon my 23 yrs Active Service, even though I only rated 10%.

You hear anything yet???

Happy for you. Hope you get word from the DoD soon. Happy 2017!

No, but I'm guessing it will be first thing next week. I'm almost positive my PEBLO was on leave last week. Our claims went historical days apart so your news is great news to me.

Going to sign my rating today 20%DOD/60%VA.

Do you know when you will be getting orders? I signed findings 15 DEC but I'm still waiting

I want to say the PEB has 10 days to finalize your package after you sign your findings and then they send it to Millington for processing. I'm not going to expect mine until the end of January. It seems everyone else in here is taking about 3 to 4 weeks from findings to orders. So yours should be coming soon.
Also I requested the 27th of March which was 83 days from when I signed. I have a lot of leave saved up and I want to get paid as long as possible.

I called PEB and they said they approved my paperwork and sent it for orders on the 22nd of DEC. Hoping to hear back soon!
