Retirement letter put in and approved before MEB package recieved.

Hello all. Ive had two fusion surgeries withing the last year due to the first one failing. I was told that MEB was going to be initiated, and the only reason for this is I can't fly anymore. After hearing this, I then turned in my retirement letter and have recieved an approved date three weeks prior to receiving an email that my MEB package had been recieved. I have right at 19 years. Do they take my time left, and an approved retirement date into consideration to allow me to hit 20 and retire?
 
There are numerous levels of appeals in the process to include but not limited to:

Narsum rebuttal
MEB appeal
PEB appeal
FPEB
VARR
PDA appeal

Each and every one of these allows for a 10 day timeline for you to seek counsel before signature. This alone gives you an extra 60 days. The timelines for each stage will be 30 days or more... the VARR can be 2-3 months. You also have terminal leave. If you’re at 19, don’t sweat it. You can easily drag it out for a year.

What would cause you to put in a retirement letter?
 
"The Physical Evaluation Board (PEB) will use the presumption of fitness rules when adjudicating a veteran’s case if they will qualify for a regular retirement. The Disability Evaluation System (DES) compensates disabilities when they contribute to career termination and the resulting career loss. The PEB will conclude the veteran as fit by presumption if their narrative summary (NARSUM) is dated within the presumption period which begins one year prior to your mandatory removal date (MRD). Veterans are considered pending retirement when the NARSUM is completed within 12 months of their MRD and will be eligible for AFS retirement at their MRD."
 
Why not? Is this not a good thing to do?

I went to the MEB/PEB. Although they accepted me into the process it was under the Presumption of Fitness Rule because I had an approved retirement 2 months before the MEB was initiated. Started in August of last year and I stood before the FPEB and got one of my recommended unfit found unfit under the Presumption of Fitness Rule. Just rebutted FPEB decision to add one more unfit and did a VARR to get the percentage increased on the one that was found unfit. I say all of this to say two things: the process will take at least a year if you utilize your options to appeal and during the MEB portion you should have the option to leave the process and continue with your retirement.
