VA Award Letter Question

ALL- just wanted to say CONGRATULATIONS to Chaplain Charlie for being upgraded to Super Moderator......

Also, wanted to ask a few questions, see anyone outside GULF Coast VA System/VISN16 having same and or similar issues:

1) Per usual a local vet having severe difficulties both scheduling a simple VTC and making contact appropriate US DVA Staff! Furthermore, apparently "security" on new VTC System not so great as if they type in any version-variation their name simply can long in; which is not an improvement over Cisco's Jabber Video....only advantage new VTC system is for those "vets" no very computer savy, it is simply the clik of a link one's US DVA provider sends themselves......which is odd as they are supposed have clerks that are supposed to do things like this- i.e. DUTY, ROLES, FUNCTIONS!!!! So what are US DVA clerks actually doing...??????? Additionally, stated veteran was given US DVA Phone number of 850-609-2650 (Option #1) and every time attempted to call was knocked back in Que and never even got a notification to press Option Number 1..... hummph! This vet supposedly told a phone clerk Debbie and Operator Number 4 at Gulf Coast VA HQ inBiloxi MS about this and fact that phone system- particularly- Mobile AL US DVA OPC have not worked right in over a decade......

Wonder if this all ACCEPTABLE to other veterans out there....?????? Especially since new VTC System supposed to be utilized ALL US DVA Providers in event a veteran cannot make an appointment..... this supposedly reason ease of log-in as well as method of US DVA Providers sending a simple "civilian" email link as opposed to through MHV Secure messaging, etc.... Also simply guess "security" was also sacrificed for ease of utilization by both veterans and US DVA Providers...??????

2) Meant to follow-up on some "recommended" Occupational Therapy- occupation recommended assistance- long before this, as simply thought I would ask if anyone attended last years Fairhope AL arts and crafts fair, and found it useful....???? Specifically those veterans highly skilled at leather work, pottery, painting, jewelry etc.....?????
(Might want tos see for example only "Fairhope Guidebook"by The Fairhope Writers Group, Ron Meszarus (With), Robert M. Glennon.... at Barnes and Nobles web-address: Fairhope Guidebook as well as others resources/ sellers...Also this book, as well as others on Fairhope and the Eatern Shore of Baldwin County AL may come in handy if any veteran wishes to relocate this area...?????)

Guess per the “APA Dictionary of Psychology” by Gary R. VandenBos, PHd- editor in chief- copyright 2007…..Gulf Coast VA/VISN16, and perhaps other local VA System/VISN’s, are going for is defined on page 543:

The “Loser Effect” which is defined as “the reduced likelihood that an individual will compete in further contests over resources after repeated experiences of losing in such contests. Often physiological changes, such as increased glucocorticoids (e.g. cortisone, cortisol) or decreased testosterone, occur with the loser effect. Compare Winner Effect.”
Reminds one of discussion, a disabled vet allegedly had, with a US VA Academic advisor for college funding whom supposedly laughed out loud and stated “I know” when vet stated having to disenroll an online college class and told academic VA advisor had never been so frustrated as they supposedly could not finish anything they start due to US VA getting them sick, trouble….beyond multiple issues…etc….. humph….

Furthermore, is not also a physiological symptom of PTSD/Depression like the “Loser Effect” - an issue with increased glucocorticoids (e.g. cortisone, cortisol) or decreased testosterone……. which many have……oddly…since leaving the military after Iraq/Afghanistan… and all the varied legal issues some disabled vets been put through with State of AL, local Municipality, POA/HOA, etc……

Reminds one of Carl Jung’s “Modern Man in Search of a Soul” and “The Undiscovered Self” and the all the supposed “special knowledge” psychologists supposedly are imbued with, that none of the rest regular US Citizens can supposedly divine for themselves….

Funny, it is simply amazing how many International Relations-World Politics terms from the Glossary/Definitions of a Graduate School Book – 8th Edition of “World Politics - Trend and Transformation “,for example only as there are many,…. are in fact also contained in the “APA Dictionary of Psychology” ????
Furthermore, local Municipalities, AL-State of Alabama- and respective Homeowner/Property Owner Associations (HOA/POA) are now, perhaps, installing, Board Certified Psychologists as the Board Presidents of HOA/POA’s in local areas ….and perhaps elsewhere US as well(??)…. would be more than worth looking into if considering buying into an HOA/POA in Alabama or elsewhere US????

Assume, even though no one would provide, when a local vet allegedly asked numerous times the actual scientific test results of all neighborhood and Municipality “lighting” standards per, for example, on page-466 “APA Dictionary of Psychology”:

Illumination Standards” which is defined “as the amounts of illumination recommended for effective performance of certain tasks as recommended by the Illuminating Engineering Society of North America. The illumination standards were formally expressed in foot-candles but are now expressed in lux. (see web-address IESNA: Illuminating Engineering Society of North America for example, only, of Illuminating Engineering Society of North America)

Guess a board certified PsyD, would more than simply be in a beyond unique position, to solely certify all lighting in Sub-Divisions as well local Municipality’s in AL, as well as perhaps elsewhere among host other possible things…….?????

This assumption is further maintained, one would think, by all the references to lighting, illumination, and human eyesight within the “APA Dictionary of Psychology”….
Furthermore, a licensed and board certified PsyD, is perhaps in a very good position to more than ensure the “Loser Effect” stays in place all those, in particular disabled vets, disagreeing with or questioning HOA/POA Standards in Subdivisions as well as Municipalities in AL, and perhaps elsewhere US-Territories, etc……
Furthermore, of interest, on page-493 of “APA Dictionary of Psychology” is :

International Military Testing Association” defined as “an organization that since 1959, has held conferences to discuss areas of common interest in the fields of job proficiency evaluation.”…..hummph (see web-address: IMTA - Members page , for example only, it is also interesting USAF Academy is a Member this organization…..)

Simply one can guess a board certified PsyD’s with civil experience-only- are perhaps also more than qualified to look at a disabled vet’s NCOER’s- OER’s – reports, and Awards and make very high quality assessment of a disabled vets Military Career-Service, and numerous other related Military things- like what real world combat is really like, what the requirements are for various military occupational skills, and simple day to day life in the line in the US military is really like…..perhaps?????

Just thought would follow up interesting "factiod" about HOA/POA Rules, Regulations and Covenants exceeding say 1-3 pages in length in US and US Territories.....

The US Constitution in itself, and per different Internet Souses is anywhere from "17-pages" or so long and up to "4,543" words or so in length..... Interesting....perhaps...

ALL- since might possibly be a trend in AL or LA, as its called, to install board certified and licensed Psychologist's in positions as Board President's of Home/Property owners associations, and-or elsewhere in the United States or its numerous Territories.... it might also prove prudent, that if any disabled vet looking to relocate contact the State or US Territories Board of Psychology, to affirm any special training or qualifications, that perhaps make the Psychologist uniquely qualified for this position....perhaps?????

Once again met a veteran that it fact knew an out of AL Psychologist working for Federal Government and stated Psychologist chose, supposedly Alabama to take their license exam, as supposedly of all US 50-States, AL the easiest state to test in,as "psychologist" supposedly very busy at time doing residency training and needed/wanted license real fast to continue career Federal Government..... anyway for example only and for those perhaps interested please see web-address: Alabama Board of Examiners in Psychology - "Alabama Board of Examiners in Psychology" (note of caution as IAW many PsyD's US VA System "Alabama Board of Examiners in Psychology" supposedly "less than helpful, particular if not already a PsyD....)

PS: Those interested in attending school or transferring credit an/or credential's to state of Alabama, might check in particular what requirements are with higher institutions of learning and AL credentialing authorities, as last know AL, by some spoken to, AL not big on "online degrees" particularly counting towards a license in general, and believe PsyD, etc.. was in fact one of these.....???????

Hopefully, this will help some out there if considering relocating..and wonder if US Psychologist's cross trained in all of this........especially if can supposedly "certify" Public Utilities like Street Lighting, Transformer's, Underground Plumbing, Sewer-Drainage Systems, High-Voltage Power Lines, etc.......

ALL- in way, kind of questioning-- wonder how many Vietnam War US Vet's "tunnel rats" tried to tell a US VA examiner utilized "divining" devices to find tunnels, etc... in Vietnam and resultant Vietnam Vet's were either simply blown off or rated some "psychotic" disorder... out of hand....kind of makes one wonder- perhaps????? Could be wrong.....????

ALL_ yet again thought I would follow up on a “statement from” above thread-post #57 below in red, as it is exceedingly “difficult” to keep thought’s straight and on point when one’s life is continually in “upheaval” due to “fighting” “LOCAL infrastructure” issues such as ISP, Cellular, incessant Computer Issues and various “public-utility” and “local” US Government Services’ well BEYOND numerous “failings” amongst other “issues” created by US DVA, etc…:

Remember ALL: once one purchase a “HOME” it is in fact theirs- i.e. ONE OWNS IT FOR GOOD AND/OR BAD……”

I'm not sure if this is the correct forum for this question, but does anyone know exactly at what point in the MEB/PEB/IDES process that an AD member being retired/separated with a VA disability would actually be able to download/receive the VA Award Letter? Is it printable/accessible:

  • Once the ratings are proposed?
  • Once they are made final (when is that exactly)?

Is it true that some don't even get the letter until after they are out?

I just want to know for several financial planning reasons including using the letter for a VA home loan and ensuring we have a place to live. Thanks for any help on the actual VA Award Letter timeline situation!
Aug 26, 2017 I was rushed to the hospital for pains in my Stomach I was tole I was Diagnoses having a Type B aortic dissection distal to takeoff of the L subclavian artery extending down below the renals and ending proximal to aortic bifurcation. Celiac, SMA, and R renal artery come off the true lumen. L renal artery off the false lumen. Mild aneurysmal dilatation of the posterior aortic arch measuring 4.5 cm. I had no
idea what they were talking about. November 2017, I put in a claim For a Type B aortic dissection, Ischemic bowel disease, Ileus, and hypertension. I was awarded 10% for hypertension and 30% for Type B aortic dissection. 7/24/2018 " Know being smarter then I look I though that a Type B aortic dissection should give me 100% " it is when the aortic rips and tear but don't bust which can kill you.

I had an AORTIC ANEURYSM that measured 5.0 cm unknown to me it was rated at !00% according with 38 CFR book C Schedule for rating disabilities under 4.104 schedule of ratings- Cardiovascular System. that is what I should have ably for in the first place.
Know it bring me to my new claim I filled 8 August 2018 for A AORTIC ANEURYSM and unemployable. to me everything was on track with in two weeks I was called in for an CP Exam. the next week it went to Preparing for Decision that fast. E benefits went down and I called the 1-800 number and the told me the status was Gathering of Information. but nobody had any ideal of what they wanted I then called VES and was told the needed an retake. meaning they wanted VES to rewrite the Diagnoses so they can have a better understanding. fast forward I an in November 26 I went back in the hospital in order to have sugary having a stent emplace in to my Aortic. So because they were taking so long, I put in for Temporary Disability rating after surgery November 29th

BIGGEST MISTKE I MADE!!!!!!!!!!!!. They combined the claims and sent it back to Initial review on December 19th.
January 2 it went back to Gathering of Information. They went from they needed this form to that form to this you get the point. never said I needed a CP EXAM and then they added

On February18th ! called the 1-800 number I talked with one of there REPs . this is IMPORTATION he said to me you claim is a fully Developed claim and that it was not so pose to wait. February 27 it moved to Preparing for Decision. on February 28 it moved Pending Decision Approval. this is where I'm at.
