2. I do not know what those codes mean, but that is immaterial since I am not a medical expert.

3. Reconsideration applications are on Form 12E and each of the reasons cited in your CRSC denial document should be addressed fully.

My 199, awarded V1/V3, but in comments said specifically that the condition does not qualify for CRSC. It did not elaborate, might be something similar on yours.
 
Is your CRSC fear based do you have a stressor or combat award?

For me it was PTSD with a Combat award for each instance (CAB for 1 and CMB for another)

Based on Ron's linked info and your post being V4 - Y I'm making a SWAG that you got severance pay (<30% DoD) and not medical retirement pay because your DoD % was to low.

I'm pretty sure you have to have retirement pay to get CRSC, because it's an offset for pay lost by accepting VA disability. (In these matter i defer to Ron's vast expertise). So following my SWAG with a second one, I'm guessing it was denied because you didn't have a retirement check to offset.

You are absolutely correct.

CRSC replaces some or all of waived retired pay associated with the receipt of VA compensation.

No waiver of retired pay = no CRSC eligibility

From DFAS:

Eligibility
To qualify for CRSC you must:

--be entitled to and/or receiving military retired pay

--be rated at least 10 percent by the Department of Veteran’s Affairs (VA)

--waive the amount of VA compensation from your retired pay (i.e., your retired pay is reduced by amount of VA compensation)

--file a CRSC application with your Branch of Service
