Sounds like you have two issues:
1) The loan repayment benefit
2)The loan payments
As far as the repayment benefit, you state that they have not paid what is due to your husband. You should explore if they have in fact fulfilled the obligation, what reason they give for stating that it has been paid, and pursue any appeals. The state should have an education office that should be able to clarify what is going on. If they are in error, you could pursue an IG complaint, or use open door policy to try to address directly with the chain of command. It is difficult to offer any other thoughts without more details.
Have you tried the Forebearance or deferral route with Sallie Mae? Your husband may be eligible for interest reduction under the Servicemember's Civil Relief Act.
