Child support (Weird situation)

So I have this friend who is in a sort of strange situation. He divorced from his wife five years ago. She was pregnant at the time by someone else hence the divorce. During the divorce he was medically discharged from the Army due to injuries resulting from his service. He's at 95% right now, I know the VA only goes by whole numbers, and is soon going to be a 100%. Here's the weird thing. About two years ago his ex wife tried to go after him for child support through her own state. She lives in CA. The VA interjected at his behalf, when he requested, and she refused a DNA test. He didn't even have to attend the case at Honor Court. His VA rep sent him a letter stating that he did not have to pay because she outright refused the test. There's a bunch of legal jargon that I can't remember. Now, he lives in Texas. I live in NE but visit him sometimes, I only know about my state. So it's really strange, and I saw the letters, that Texas is sending him letters saying that he owes a hefty sum. The kid isn't even biologically his she got pregnant while he was deployed.
Should he get a lawyer? What can he do? He's about to go under the knife for a massive surgery that will impact the rest of his life and he doesn't really need to deal with this crap. I mean he had to get a restraining order against her! At one point she got caught using his SS number to apply for a loan! Oh and she remarried shortly after they got divorced. He has a VA rep but he can only give information on certain topics and well isn't always easy to reach.

Any help would be greatly appreciated.

I'll post my opinion and close the thread to further replies. The law regarding paternity and child support is universal in all 50 states. The VA has nothing to do with this. If the court has given an order for child support he must pay. If he does not believe the child is his biologically, the court will conduct a test and remedy the issue.
