I have been in the Military for 34 years, currently on AGR. I have 14 years active duty, the remaining is M-Day. I do have a 20 year letter for an M Day retirement, unfortunately my deployments do not factor into retirement age because they were prior to 2008 (Authorization Act). I am 57 and trying to make it to retirement but do not know if it is possible. My current AGR tour ends May 21, 2019 additionally I will have to submit a packet to the retention board next month. I could end up either non selected to retain or ETS 19 May 2019. I had total knee replacement 2016 and total hip replacement July 2018. I have had DDD for years that has progressed to Modic 2, chronic pain daily. My spine is simply ate up with arthritis. My concern is if they do not retain me I will not have adequate time to have a MEB initiated. I am under the impression the MEB cannot consider the hip replacement because the healing process is 1 year and possible ETS/Board results are prior to the one year.

KGB6917, Have you attended an AGR pre-retirement course? Prior to retirements AGRs in my State are sent to Ft Knox for TAP. Not sure if an ETS would also be included in such a process. It does not appear you will get to 20 years total active service due to your age and entering AGR late. Also, in my State you have to sign a form indicating that you will not have enough service tome to qualify for the AGR retirement in case such as yours. The good news is that if you ETS 19 MAY 2019, then you will have only a couple years of grey zone retirement before you start the age 60 Reserve retirement when you turn 60 and then could get both reserve retirement pay and VACP. You need to file with the VA to get your rating prior to separation because that way when you ETS you can start receiving VACP if awarded per your filed conditions. Check with your State AGR Manager in the HR Office and see if your State has a pre-retirement course, otherwise work with the Family Support Group for transition assistance if you ETS'd or get separated prior to age 60. I highly recommended that you go see your military PCM and try to get a LOD done for your back as well as knee and any other issues that you have incurred during your AGR or AD time. At the same time, try to get the Dr to give you a P3 profile for the condition, if it’s warranted. Review AR 40-501 in detail. Details count. The reason for all this is that IF your condition is unfitting per the reg 40-501, then the Army/AGR has to approve the P3. And if you have a P3, then the Army/AGR/NGB has to put you through the IDES process (MEB and then PEB). This means that while you are undergoing the IDES process, the NGB has to retain you in AD, they can’t kick you out. And if the MEB and PEB determines that your issues are unfitting for your MOS, they have to rule to Retire you, which allows you to start drawing your Retired pay right away. This is much better than having to wait till 60 to draw based on your 20 Yr Letter. And at age 60, you can draw both your Army Medical Retirement as well as your VA disability percentage (called Concurrent Receipt). Don’t despair, but go read the reg and get working on your P3 profile, if able.
 
Army Pilot, Thanks for the response to my thread. I do want to clarify the meaning of "Military PCM". Since I do not use a MTF I do have a primary care manager (civilian doctor). Can this PCM do an LOD or do I have to take the records to an MTF. If I can use the PMC civilian does there have to be an LOD for each issue or can several issues be listed on 1 LOD. Padgretta, Sorry for the multiple replies. Didn't have a problem responding to Army Pilot. I will contact AGR manager to attend the next retirement briefing. I did not sign a letter on the20 year active retirement letter. I do understand the grey zone retirement. I am I the process of ensuring I have all LOD's to file with the VA.
 
Hi buddy, as far as the PCM and P3 profile and MEB recommendations, you have to use a military PCM to make the recommendations, but the way ro do that when you use a civilian Dr is that you get the Civilian Dr prognosis and diagnosis (both important, to have the Dr state in his opinion “what is wrong” and “how long will it last”), and then you can go one of several routes. You can forward the info via email to your AGR HRC manager, to give it to the right HRC medical person, or send it via email to your assigned higher medical person, normally a BN Surgeon or such. These military specialists are “required” to evaluate the info and if, IAW 40-501, they feel it is duty limiting, they are required to give you a Profile for each condition, hopefully at the P3 Level. With a P3, then the military will reach out to you to start the IDES process. I was a 39 yr Reservist Aviator (only 12 AD), and not necessarily looking to leave, but the HRC told me it was not my choice. My injuries dictated a P3 (actually several) profile, and after finishing the IDES, I was Retired. At that point, even though I had a 20 Yr Letter, but had not quite reached 60, I was Retired and started drawing pay, just as if one had retired from AD. No different, and same privileges (guess same risks and same bullets down range, lol). I was in a similar situation. I had my Civilian Dr write up the reports and gave to HRC. So keep the faith, Brother. Whether you see a PCM or CIV Dr, if mandated and the Reg says so, you will go thru same system and process.
