    so I had a telcon with my PEBLO and today a call from the MSC (VA) in this whole mess.... exactly who is suppose to be on my side?

    By DoD IDES guidelines, it's suppose to be the PEBLO for sure! As such, the MSC should have your back if nothing else but to ensure the proper annotation of all DoVA claims for military service connection in my opinion. To that extent, don't know who really knows the "fair-minded" answer to your inquiry unfortunately!
