I couple of years back I assisted a sailor going throug the DES. I wrote a letter to the PEB requesting the VARR first, followed by a FPEB if necessary. The PEB agreed, the VARR was favorable as was the PEB's interpretation of the VA's new rating for the condition. No need for the FPEB. Mike
