Unsure if anyone has seen the new Army Directive for PEB. Below is a direct cut and paste. It seems like they are changing up the requirements of the personnel required to conduct the board and the psychiatric diagnosis must be done by a dr.


SUBJECT: Army Directive 2012-22 (Changes to lntegrated Disability Evaluation
System Procedures)
1. References:
a. Directive Type Memorandum 11-015 (lntegrated Disability Evaluation System
(IDES)), incorporating Change 1, 3 May 12.
b. AR 40-400 (Patient Administration), Rapid Action Revision lssued 15 Sep 1 1 .
c. Army Regulation (AR) 635-40 (Physical Evaluation for Retention, Retirement, or
Separation), Rapid Action Revision lssued 20 Mar 12.

2. ln accordance with reference 1a, this directive applies only to duty related physical
disability cases initiated under IDES. lt does not apply to cases initiated under the
legacy Disability Evaluation System.

3. Paragraph 7-3 of AR 40-400 currently requires a medical evaluation board
considering a psychiatric diagnosis to include a psychiatrist. ln accordance with
reference 1a, and only for those physical disability cases initiated under IDES, Army
policy is changed to require a medical evaluation board considering a Soldier's
psychiatric diagnosis as a referred condition to include either a psychiatrist or a
psychologist with a doctorate degree in psychology.

4. Paragraph 4-17 of AR 635-40:
a. Requires informal physical evaluation boards (PEBs) to be composed of three
members: a presiding officer, a personnel management officer and a medical member.
In accordance with reference 1a, and only for those physical disability cases initiated
under IDES, Army policy is changed to permit an informal PEB to be composed of no
less than two military and/or civilian members, each of whom must be serving in or
above the grade of major or GS-12 or equivalent. In the case of a split opinion, a third
voting member will be assigned to provide the majority vote.
b. Provides that the personnel management officer serving on a three-member
panel constituting a PEB will be either a Department of the Army Civilian adjudication
officer or a field grade military officer of any component. ln accordance with reference
1a, and only for those physical disability cases of enlisted Soldiers initiated under IDES,
Army policy is changed to permit a noncommissioned officer serving in the grade of

sergeant major or above and familiar with duty assignments to serve as the personnel
management officer on a three-member panel constituting a formal PEB.

5. This policy is effective immediately, but applies to all duty related physical disability
cases initiated under IDES, regardless of the date of case initiation. Portions of
AR 40-400 relating to the disability evaluation system are being consolidated into a
revision of AR 635-40 under the proponency of the Deputy Chief of Staff, G-1. This
directive shall be rescinded concurrent with the publication of the consolidated revision
to AR 635-40.
