I have been a SPC for ever! I have the 350 points they give you automatically and I have been recommended for promotion but I can't go to the board because I know I can't take an APFT or qualify with my weapon not to mention I know I won't make weight/tape. My chain of command has been really great about not flagging me. I am on the C-10 roster for promotion. Does this mean I will get promoted the day I get out? How does that work?

If you are promotable, you will be promoted as a matter of title, but not for pay purposes. Once your package is about to go off to the PEB the PEBLO section should address this issue, bring it up with your PEBLO once you reach that point and they will make sure you will get whatever promotion you deserve.
