Can a PEB see when I visited civilian emergency rooms or what civilian docotors did when I was referred through tricare. I know on humana and tricare online I can see it but can the MEB see that or is it protected by hIPPa?

Typically the civilian ER will send a summary of the visit to the referring provider and it gets entered into your electronic medical record (AHLTA/HAIMS). Your PCM is the referring provider.

@gsfowler is correct; however, the ball can get dropped by either the specialist, a clerk or your PCM. Review your records to ensure outside care has made it into your records.
