CRDP question

I was just retired PDRL after just over 20 years of service, with my final VA rating at 60%. I had taken CSB/REDUX at 15 years, and was told by DFAS that I was not eligible for CRDP because I had taken CSB. I have not been able to find this in any regulation. On the DFAS FAQ for CSB/REDUX states that Disability retirees are exempt from all provisions under the CSB/REDUX provisions except for the 1% COLA reduction. Has anyone else experienced this issue and have a resolution or can provide me more guidance?
 
I would ask for them to provide an authority to state such a thing. Probably ask in writing for the regulation or law that counteracts the clear terms of 10 U.S.C. 1414.

Regulation is FMR volume 7b chapter 64. 6402 lists the eligibility requirements, and makes no mention of CSB/Redux.
The statute is 10 U.S.C. 1414. It makes no mention of CSB/Redux.
