File sent for MEB .. awaiting PEBLO?

Hey all, start with the question, then context: How long after file being submitted for MEB should i expect to hear from PEBLO and how will i hear from them?

I am new here as i was notified on 13 JUN from my group Surgeon that my file will be sent for an MEB. Long story short, have had a series of knee, neck, and back problems for years, and after last 2 years of treatment and pain management, nothing else can be done really so they sent it. It started when the orthopedic surgeon submit his recommendation for an MEB for my cervical neck, as he said surgery was not an option on one of the discs and there was nothing to reverse the symptoms of the others. Recently i had a fit for duty exam for my lumbar spine and right knee. Lumbar spine i have had 3 or 4 rounds of ESIs and 3 rounds of RFAs done with limited help. The discs are bulging and have gotten worse on MRIs/Xrays in the last two years. The right knee, i have had 5 surgeries on but still having issues of instability and buckling while doing random things like walking, standing still, or just turning, knee just kinda gives out.

The Group surgeon mentioned that he was submitting the reports from those 3 visits to the MEB, that was on 13 JUN, and said it would take about a week and i would hear from a PEBLO. Its now been two weeks and i havent heard squat. Checking my MHS profile, IPPSA profile, and both my army.mil and socom emails and havent received anything. Not sure if its cause Bragg is just slow or if there is a reason to worry. Been reading a lot of the resources and threads on this site the last day or two and really appreciate the help for vets by vets and look forward to further conversations as the process unfolds further for me.
 
When the physician sends your case for MEB review it can take a week just to get there and reviewed. The MEB physician might be doing research or requesting additional info on some of the info in your file. They might also be on leave, in training or a number of other things. Once the MEB physician approves the case for MEB he sends it to the PEBLO who then reviews it and contacts you. It took about 2 weeks for the PEBLO to contact me...after dealing with the PEBLO for a couple of weeks I realized how busy these people are, but also realized they are not all the smartest and most knowledgeable people in the MEB system. PEBLOs are people with a relatively lower paying job with lots of responsibility. They have kids, families, emergencies, etc. When mine finally contacted me i realized they had a lot going on. I wouldnt worry. Also, i wouldnt get in a hurry or impatient. let the system play out and dont burn any bridges along the way.
 
My P3 profile took from 10 MAY until 26 JUNE to get the second signature which triggers the MEB. It could take a while depending on your branch and location.

I apologize, been a whirlwind two weeks, long story yes, i heard two weeks ago that i had three conditions accepted by the MEB, but i never heard from the PEBLO, long story short i have to have another knee surgery, which is going to cancel my current MEB and i have to do the full recovery first, once i am healed from that I will need to resubmit the MEB. As they took my Cervical Spine, Lumbar Spine, and Knee issues, it shouldnt be an issue to get accepted again, but we will see next May most likely when i recover and resubmit.

Edit: Also, i never heard from the PEBLO, my Group Surgeon called the MEB and asked about my file as it had been 3 months, and they said they approved it and sent it over to PEBLO, but i was never contacted by them so who knows.
 
Wanted to update this old post for anyone that might find it, I was contacted last week, on Thursday, 15 FEB 2024 that my MEB had been initiated again post knee surgery and recovery. I attended my initial MEB inbrief yesterday and meet with my PEBLO for the first time tomorrow.

No problem, i wish it didnt take as long as it did, but the knee recovery has been slow due to the surgery they did. I will continue to update this post and not make a new one as i progress through.
 
I’m glad you’re making progress. The whole process is usually lengthy.
 
I received my VA Claims packet, or the MEB packet yesterday, 25 APR 2024. Am scheduled with legal next week to discuss whether to appeal or not. Wanted to update.
 
Received my DA 199 and VA Ratings sheet this afternoon, 40% DoD and 100% VA P&T. Now to meet with legal to discuss what is/can be related to combat and what isnt. I have no idea how to read these documents, or how to understand CRSC, but after 14 years and 4 deployments I would hope I am eligible for it.

What does your DA199 say? Combat related by the PEB = tax exempt pension. CRSC isn't bound by PEB findings so having a condition that the PEB says combat related doesn't guarantee CRSC will find it that way.

On your DA199 there is a comment section about the PEB making the following findings numbered 1-3. If #3 says that the disability did result from a combat related injury under the provisions of 26 USC 104 or 10 USC 10216 then your retirement is exempt from federal income taxes and can be used as evidence when submitting your CRSC claim with the Army after you get out.

My 199 says it was not in a combat zone or as the result of performing combat related operations, which is one thing I wanted to discuss with legal about, since I was referred after a bad landing on airborne op for xrays on cervical spine and lumbar spine, which are 2 of the 3 conditions I was kicked out for. I have the visit summaries and doctor notes about "SM being seen following injury during airborne operation on xxx date ..." So planned to talk to legal about getting those added, and getting the radiculopathy in arms and legs added since its a direct result of the cervical and lumbar issues.

The leeway they have is much more narrower for what the PEB considers for combat related designation compared to CRSC as they utilize different laws on the books. For getting radiculopathy it doesn't matter if secondary to another unfitting condition. That doesn't help at all. It all depends on if the condition causes you to not be able to do your job. Unlike the VA secondary conditions aren't added just because an unfitting condition causes you to have secondary conditions.
