How do secondary conditions work during MEB?

When claiming all VA conditions, how are claims secondary to your condition with no documentation of that hurting get evaluated?

For example, you tear your right knee and right ankle have surgeries on both. You now have back issues and pain in your left knee that you believe your right knee injury contributed to but you never got specific documentation for those pains since you were mainly concerned about the knee and ankle that had surgeries. Now you are referred to a MEB for the ankle and knee and want to claim back and left knee pain as well. How are those claims treated?

You claim all conditions when you meet with your MSC (VA rep). The C&P exam will sort it out.
