From above: ironpirate83 stated Monday at 4:42 PM #69 the following:

"A 2394. Mr. HELLER (for himself and Mr. Tester) submitted an amendment intended to be proposed to amendment SA 2282 submitted by Mr. Inhofe (for himself and Mr. McCain) and intended to be proposed to the bill H.R. 5515, to authorize appropriations for fiscal year 2019 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows: "

So the S.Amdt 2394 was apart of the S.2282 that was passed in the HR 5515 today. So will we get the concurrent receipt?”

So I am confused as from:

H. R. 5515” - at web-address: https://www.congress.gov/115/bills/hr5515/BILLS-115hr5515enr.pdf accessed on 18 AUG 2018 at appx. 0500 AM EDT (see attached file from stated web-address) states in part:

“SEC. 2822. EXEMPTION OF DEPARTMENT OF DEFENSE OFF-SITE USE AND OFF-SITE REMOVAL ONLY NON-MOBILE PROPERTIES FROM CERTAIN EXCESS PROPERTY DISPOSAL REQUIRE-MENTS.
(a) IN GENERAL
.—Excess or unutilized or underutilized non- mobile property of the Department of Defense that is situated on non-excess land shall be exempt from the requirements of title V of the McKinney-Vento Homeless Assistance Act (42 U.S.C. 11411 et seq.) upon a determination by the head of the department, agency, or other element of the Department having jurisdiction of the property that—
(1) the property is not feasible to relocate; “

Perhaps’ some one could add clarification…?????
Thanks....perhaps I am looking at wrong Bill, etc....?????

GSFowler-All- thanks , but pretty much still confused at this Thread on concurrent receipt of benefit’s as simply cannot find what is being actually discussed her in this bill.

For example- as Ironpirate83 in post number- 74, states: “What I'm tracking and that we need clarification on is that Trump signed this HR 5155 and that s. a 2394 (concurrent pay less than 20 years) is apart of the A 2282 which was approved in the HR 5155. haha so confusing, wish we could see the amendments and all the file.”

Being much less than perfect myself, I simply cannot find s. a 2394 nor 2282- please see below Sections from bill I attached, and if could clarify would be most appreciated?????

GSFowler- thanks for link, as I hope this assist’s “homeless” veterans, or those almost “destitute” as I tried with Gulf Cost Va system to no avail. In the past to actually get a very “destitute” veteran (at the time) “assistance” under the US DVA homeless Program simply to no avail- had better luck with in fact “other” enabling agencies than Gulf Coast VA System/VISNM-16. But below looks promising- if in fact “states” and other “enabling organizations” to better assist with the veterans “homeless” crises which in fact most likely contributes to “high” veteran” suicide rates- see Pebforum Forums Transition Forum: Veterans Affairs and SSDI Veterans Affairs, SSDI, and other Benefits VA News Feeds VA Releases State-level Veteran Suicide Data, National Strategy for Preventing Veteran Suicide

Title V - Federal Surplus Property for Use to Assist the Homeless

Looking for Federal Surplus Property?
This page provides information to homeless service providers interested in learning more about the Federal Surplus Property (Title V) Program. It includes information about the Title V Program, how to obtain a Title V property (to view Title V property, click Suitability Listing), and links to homeless assistance funding opportunities.

What is the Title V Program?
Title V of the McKinney-Vento Homeless Assistance Act, Public Law 101-645 (42 U.S.C. 11411), enables eligible organizations to use unutilized, underutilized, excess, or surplus federal properties to assist persons experiencing homelessness.
Eligible applicants are states, local governments, and nonprofit organizations. Properties, including land and buildings, are made available strictly on an "as-is" basis. No funding is available under Title V. Leases are provided free of charge and range from 1 to 20 years, depending on availability. Successful applicants may use the Title V properties to provide shelter, services, storage, and other benefits to persons experiencing homelessness.
Each Friday, HUD publishes a Suitability Determination Listing on the HUD Exchange identifying available unutilized, underutilized, excess, and surplus properties.

SNAPS and Title V: An Overview
Through the Office of Special Needs Assistance Programs (SNAPS), HUD is responsible for:
  1. Canvassing landholding agencies quarterly to request information about properties that are unutilized, underutilized, excess, or surplus;
  2. Reviewing property for suitability; and
  3. Publishing in the Federal Register:
    • Weekly suitability determinations;
    • Annual Suitable Report of all suitable properties published in the prior calendar year.

However, from Forums Transition Forum: Veterans Affairs and SSDI Veterans Affairs, SSDI, and other Benefits VA News Feeds VA's new ChooseVA' campaign highlights Veteran benefits and services, aims to attract and retain employeespost number- 5- copied below:

- thought I would follow up on the “Choose VA” 2 xVideo’s (now) at: https://www.choose.va.gov/ accessed 18 JUL 2018 0435 AM EDT (Video on Right mentions buying home US DVA Home Loan, Social Barbecues, etc…..??????) after seeing article “someone” sent me from the internet by Wired Magazine on 3D Printed Housing! {ANYONE ELSE HAVING ISSUES THIS WEB SITE????? }

So I did some further digging and found the below on 3D Printing utilization by the US DVA:

New Mexico VA Health Care System- 3D Printing Network Includes Albuquerque VAat web-address: https://www.albuquerque.va.gov/features/3D_Printing_Network_Includes_Albuquerque_VA.asp see quote below from above listed US DVA web-site:

The Veterans Affairs Center for Innovation (VACI) recently launched the first nationwide medical 3D printing network through a collaboration with Stratasys, one of the largest manufacturers of 3D printers globally. As part of this effort, five 3D printers donated by Stratasys were installed in VA hospitals across the country: Albuquerque, Boston, Orlando, San Antonio and Seattle. This network will allow Veterans access to customized 3D printed anatomical models, assistive technology devices, orthotics, and other empowering tools.” (What About Home’s????)

New Mexico VA Health Care System- VA to Host 3D Printing Open Houseat web-address: https://www.albuquerque.va.gov/pressreleases/3DOpenHouseRel040717.asp see below quoted from afore mentioned US DVA web-site:

“The open house will be on April 14 from 1-5 p.m. in the SCI Conference Center (Room 1083, Bldg. 45). Experts will be on hand to demonstrate how a 3D printer works. Visitors also will see an assortment of 3D-printed items, including assistive technology devices, orthotics, anatomy models, biomedical device repair parts, research tools, and art sculptures and home décor items related to recreation therapy.”

So why does not the US DVA, Veterans Affairs Center for Innovation (VACI), look into things like at YouTube video titled 3D-Printed Home Can Be Constructed For Under $4,000 (at YouTube video wed-address:
View: https://www.youtube.com/watch?v=wCzS2FZoB-I
accessed 18 JUL 2018 at appx. 0347 AM CST) to try and solve things like US Veteran Homelessness instead of “home décor items” , TV remotes, and art..?????

A 3-D printed home could apparently be quickly generated at almost same US Dollar cost as a FEMA Disaster Trailer Shelter- given folks no home in US after a
natural Disaster”?????

Furthermore, the US DVA could in fact “partner” with companies and or “charitable” housing organizations to generate a whole lot of Homeless veteran homes very quickly, once required land or property was purchased and get the “veterans” of the street rather rapidly!!!!!

Anyway- simply for “folks” much bigger than myself and those reading this to ponder- perhaps??? However, if others out there agree then please write your elected officials as to why this technology is not being fully exploited by the US DVA to “perhaps” solve “homelessness” and even “hunger” ….(see below)!!!!!

ALL- thanks and hope this possibly helps someone……. (On Veteran Housing see PEBForum Post: "VA Award Letter Question" Thread starter GSWarrior2017 Start date Aug 19, 2017 Forums Medical Evaluation Board Medical Evaluation Board at web-address: http://pebforum.com/threads/va-award-letter-question.41034/page-2 )

ALSO, ANYONE ELSE HAVING ISSUES THIS WEB SITE?????

Additionally, 3D House Printing might also, if “fully-exploited” by US DVA and or others could possibly reduce the US Veteran daily “suicide rate” see PEB Forum “VA Releases State-level Veteran Suicide Data, National Strategy for Preventing Veteran Suicide” by Thread starter Physical Evaluation Board Forum Start dateJul 2, 2018 at web-address: http://www.pebforum.com/threads/va-...preventing-veteran-suicide.45884/#post-208090

Is the US DVA and or Congress/ HUD and or “other” enablers looking into this “technology” – 3D House Printing to in fact “abate” the veteran’s homeless crises?

One potential issue-conflict with this, obviously would be “special” interest from the Construction Industry and the US “lumber” industry which is huge in many “southern” states such as Alabama, Mississippi, Florida, and Georgia, as well as other states-entities, etc…….?????

I mean, if a total house can be built with 3D Printing for say around 10,000 (+/-) USD, is energy efficient, etc…. would that not in fact be a highly “viable” solution to not only veteran homeliness, but US “homelessness in general and “conserve” natural resources?????

Anyway- just a thought…. I could as with not understanding the “concurrent” receipt in relation to this bill simply be totally wrong-------being merepeonI am…..?????

Thanks a per usual GSFowler- ALL…..

ALSO, ANYONE ELSE HAVING ISSUES THIS WEB SITE?????

GSFowler-All- since I am quite confused on what this “Thread” is actually about- i.e. “Concurrent Reciept?????” and we have gotten into realm of veterans “housing”- “homeliness” issues thought would post the following from PEBForum “VA News Feeds”

Forums Transition Forum: Veterans Affairs and SSDI Veterans Affairs, SSDI, and other Benefits VA News Feeds VA Issues New Policy to Protect Veteran Homeowners from Predatory Lending

From Thread link web-address: https://www.va.gov/opa/pressrel/pressrelease.cfm?id=4073 accessed on 16 AUG 2018 at appx 0322 AM EDT US DVA website- “Office of Public and Intergovernmental Affairs- VA Issues New Policy to Protect Veteran Homeowners from Predatory LendingJune 15, 2018, 11:30:00 AM Printable Version Need Viewer Software? The below (in italics) in entirety copied/cited from above cited US DVA Article:

WASHINGTON — The U.S. Department of Veterans Affairs (VA) has issued a new policy implementing the May 2018 Economic Growth, Regulatory Relief, and Consumer Protection Act, to protect Veteran homeowners from predatory lending practices when obtaining a VA-guaranteed refinance loan.
The act helps protect Veterans and service members from the dangers associated with repeatedly refinancing their home loans, requiring, among other things, the seasoning of the original loan and a recoupment period for fees, closing costs, and expenses related to the refinance.
“We want to ensure Veterans have the informed ability to take advantage of economic opportunities and make sound decisions that enable them to prosper when using their benefits,” said Acting VA Secretary Peter O’Rourke. “This is yet another tool that will help Veterans meet their personal goals.”
The act also provides for a specified interest rate decrease and for protections of loan-to-value ratios. A refinancing loan must meet the requirements specified in the act or VA will not guarantee the loan.
VA recently implemented a policy where lenders provide Veteran borrowers a comparison of their existing VA-backed home loan to the proposed one when refinancing to ensure borrowers are set up for success. This is also referred to as a recoupment or break-even analysis, which helps Veteran borrowers clearly understand the costs of refinancing, the monthly payment savings, and the overall impact on their finances.
VA-backed home loans generally do not require a down payment, have low closing costs, and are the lowest rates among all loan products in the marketplace. Notably, VA-backed home loans also continue to outperform other products in the market. In fiscal year (FY) 2017, VA guaranteed more than 740,000 loans for a total of $189 billion, an all-time record for the VA Home Loan Program. Over the past three years, VA has guaranteed more than 2 million VA home loans for over $500 billion.
The VA Home Loan Program’s mission is to maximize Veterans’ and service members’ opportunity to obtain, retain, and adapt homes by providing a viable and fiscally responsible benefit program in recognition of their service to the nation. In addition, VA also helps severely disabled Veterans adapt their homes to live more independently by providing up to $81,080 for home modifications. For more information, including eligibility criteria, visit Housing Grants for Disabled Veterans.”

It is funny that a local veteran as cited in PEBForum Thread at Forums Transition Forum: Veterans Affairs and SSDI Veterans Affairs, SSDI, and other Benefits NOT NEW RESOURCE BUT PERHAPS ADAPTABE VETS ISSUE US DVA PER COIN- PATTERN/NETWORK ANALYSIS?” post number- 5 quoted in “italics”below :

Well- just thought would post update on “sad” sate of affairs this local Gulf Coast Veteran is facing, among others….. like constantly having to file, to no-avail FCC/FTC Complaints like FTC Complaint ID: 98863869 for their credit score taking a nose dive after simply inquiring about a VA Home Mortgage Re-finance…..among other things……”

I believe veteran in question, if remember correctly, per “guidance” of those they “trust” tried to refinance their I believe, USAA Federal Savings Bank Mortgage- had nothing but trouble with apparently, with “Veterans United Home Loans”….. at web-address: https://www.veteransunited.com/ for any whom, might be interested….. Previously known as the Farm Bureau Live!” )

Furthermore, to point of 3D Printed Houses as viable solution, possibly, to Veteran’s Homelessness and potential “special” interest involved thought would post the following so those “curious” could in fact se for themselves…. For example, only:

Finally, GSFowler, in addition to trying to assist “destituteveteran-mentioned in previous post- at time with procuring “housing” with the US DVA-Gulf Coast VA System/VISn-16- to no avail, I also had “unfortunately” to in fact call the Veterans Crises Line” on them with little to no result’s either and had to in fact contact local “Lawmakers” to get them the assistance they needed……as well as contact via MHV Secure Messaging various Gulf Coast VA System providers…… very sad state of affairs…..

Once again, GSFowler, sorry if I have digressed her, but simply thought this thread as about something completely different once again, but could be wrong……..maybe can clarify GSFowler on “Concurrent Receipt” and HR H. But perhaps I have missed the boat……???????
