Question about transition after Army Medboard

So I received my 199 and am signing tomorrow. The PEBLO told me I should be out in 2-3 weeks, but I don't understand how this works with the NLT date? He said that there would be 3 dates on my orders, a NLT date, the date by which I must take leave, and another date I can't remember. How does this work with the DA31? Do you just clear and then put a date after clearing but before the NLT date for your final out?
 
Army MEB also, was on Fort Bragg and signed out in August.

Once I had my signed 199, I had to take it to Transition Services at soldier support center and submit a retirement packet (was over 20 years). They then cut my retirement orders with the NLT date, 90 days from the date of orders being cut. Then I needed a signed thermal leave form by unit to get post clearance papers.

To note, was told NLT date would be 90 days from date of signed 199. So I tried to get ahead and did my leave form. But had to redo it to adjust by two days since they used the orders published date. Additionally, if you want more then 90 days (a lot of terminal leave or want your 20 days of PTDY) have to do a 4187 signed by COL or higher. Then turn that in to Transition Services to move your NLT.
