All thought "SHARE" a resource that might add/shed some light on what some Vietnam Veteran's went through during years 1969-1970: http://www.recordsofwar.com/vietnam/army/ or as tilted"The US Army in Vietnam"-"The Bud Harton Collection at the Texas Tech Virtual Vietnam Archive" and might be a "huge" resource for Vietnam Veterans to "legitimatize" a claim US DVA if records lost and/or destroyed????? (Wonder why US DVA not utilizing- as well- for clearly outlines/delineates "criteria" for "permission" for incursions into Laos, Cambodia, etc...which a C&P Reviewer denied a Vietnam Vet I knew because we were supposedly never there..... see 1969 Operation "Apache Snow!")

It has "first hand accounts" on utilization "flak-jacket's" and "ceramic" helicopter Armour plates for additional protection- sound "familiar" the "utilization" of "advisors" which oddly had same issues as "advisor's" in Iraq/Afghanistan, etc.... and finally 1969's Operation "Apache Snow" (at https://vva.vietnam.ttu.edu/repositories/2/digital_objects/332187 & attached below) which across the board is highly "Illuminating!" from numerous perspectives....

What is striking is the how detailed and in depth all of these reports and accounts go, and that they were in fact kept by on-duty historians in beyond "incredible"...

Also, IAW this website- at https://vva.vietnam.ttu.edu/repositories/2/digital_objects/332176 - "ARMY 1969 SPEC OPS GRP CMD HISTORY" item Number 168300010541 - started "digitizing" records....I guess with "punch cards" to "magnetic tape" so might there still not be "digital" copies of US Vietnam Veterans out ther somewhere, even though "paper" copies burned????(think good question VFW, American Legion, etc.. should perhaps look into?????) [See Attached Below]

Vietnam VET's out there may be able to utilize these document's as proof of a "claim" with the US DVA, etc......specifically if have lost records in like the St. Louis fire of the 1970's????

Well hope this may assist some folks out there.....????????

PS: Know Veteran that was in-around some of these "predecessor" unit's (like 17th IN, etc...) and perhaps around some of these folks mentioned in these reports... they will find interesting as well their US DVA Provider's ......?????

All- these files also contain, where chemicals were sprayed- such as defoliant, CS Gas, etc... and how much- that in fact may be helpful Vietnam veterans.....??????

Basically, they are a "treasure" trove of information, if one is simply wiling to look, and could very potentially "Swing" a US DVA rating decision.....??????

Hope, this assist's someone at least??????

All- sent selected files to folks in the Gulf Coast VA System/VISN-16 in particular the Gulf Coast VA OEF/OIF Representative (at website: https://www.biloxi.va.gov/services/returning/index.asp ), in hopes they would forward to "Higher HQ" within the US DVA System- hopefully to National US DVA Level!

Being stationed abroad quite a lot, sadly on one of my tours, had a LT walk into a "old" leftover minefield, and was injured! Resultant, we were directed to, as best we could, put together an "overlay" map of were all these "minefields" were "possibly" placed and perhaps not "deactivated"!

I bring this up, as the US DVA or US Government could in fact hire "historians' to go back through these unit histories and generate a "user" friendly data base of were things like "defoliant" and CS Gas etc.. were in fact utilized to assist Vietnam and other pre-Vietnam Veterans of other conflicts....

One of the many possible reason's the US DVA, etc... would not want to do this is "perhaps" potential liability to other "governments" such as Vietnam, etc... but is that simply not the cost of going to war and doing anything short of "total victory!" For example, was in another Country, and all the taxi cabs were Mercedes Benz! I asked why, and the answer was simple- it was part of another countries "war" debt for "atrocities" etc... committed in an "unjust" war!!!!!

Also, the US Military, used- at one point in time have Unit Historians, etc... that did this kind of work! I sent in a Commander's Situation Report almost nightly- encapsulating- all we had done that day, like many of these Vietnam reports! However, they were all electronic, and are most likely "lost" forever in the "ether!"

Well just some things to think about, and hope assist's some veterans out there, whom if willing do "some-homework" with this and other data-bases like it, may get more "favorable" results on their claims.......

PS: I am not saying Vietnam was unjust nor any other US Conflict, however for those Interested might want check out "Just and Unjust Wars: A Moral Argument With Historical Illustrations (Basic Books Classics) 3rd Edition by Michael Walzer (Author)" (at Amazon.com: https://www.amazon.com/Just-Unjust-...coding=UTF8&psc=1&refRID=G5F4317CSY67QA3CF03B ) which was "assigned" reading at US Military Academy once upon a time....

ALL- below are attached "selected" files- broken into three parts, in order fit this thread, I sent to US DVA Provider's and other's in hopes they would forward to US DVA National! Sadly, it seems, they have not as I have asked via text messaging, regular-email, and US DVA MyHealtheVet Secure Messaging and received no answer...... UNFORTUNATELY!

Therefore, am posting here in hopes it might greatly assist some Vietnam Veteran out there, as well as highlight the potential need for US Military Unit Historians in the "never-ending story" of the "Global War on Terror!"

Once again these files came from

Kind of reminds one of "time"," as if things are not recorded properly they are "forgotten/ possibly denied" by the "collective conscience" kind of like the band "Pink Floyd" song "Time" courtesy YouTube video "Pink Floyd - Time (2011 Remastered)" at YouTube:

Or perhaps even the "movie" "Jupiter Ascending" starring Channing Tatum (from Alabama oddly- up around 'Wetumpka" parts [one largest metor strikes US vic Wetumpka AL]) and Melia Kunis wher the whole movie is just pretty much about "buying" more time- see: "Jupiter Ascending Official Trailer #3 (2015) - Mila Kunis, Channing Tatum Movie HD" at YouTube video:

ALL_ thought would also recommend Vietnam Era Veterans and prior to Post: "Another Resource "mobility" Challenged Veterans- "Warrior Cane Project" - GM Shuey" at webaddress: http://pebforum.com/threads/another...veterans-warrior-cane-project-gm-shuey.44789/
as they may too find "useful" in some manner- hopefully! [See Excerpt Below in {}]

{ALL- at local park this morning in Baldwin County Alabama, spoke with a Vietnam Veteran, Park Gate Guard! I gave him print-out of "Vietnam Unit Histories" from another post and we discussed the fact that in Vietnam allowed utilize CS Gas and other things we- to my knowledge- not allowed to utilize in Iraq... at least during my time there!!! Furthermore, he complained that had to "basically" be crowd control themselves as local Police, used to patrol this entire area on foot, bicycle, and Segway all hours of day and night and really cut down on unwanted "issues' and local's- like him- having to take matter's into own hands..... guess now simply too hard a task "local" law enforcement or might actually "break" a sweat in "summer" heat or get a little "cold" in our really "horrendous" winters down here as opposed nice "cushy" air-conditioned/ heated vehicles....?????

Also, discussed ROE and fact that in Iraq, had I or anyone on my team, simply shot an Iraqi whom was "naked" and had n fire-arm or other weapon, we would have simply been before a "court-martial" immediately, even in that very "hostile" and "convoluted" environment. Not like a "student" from Wetumpka Alabama, at the University of South Alabama, who was shot and killed for being "durnk, naked, no weapon, and disorderly" and law-enforcement absolved of all wrong doing.... see "University of South Alabama student fatally shot by officer was seeking help, lawsuit says" by By Brendan Kirby at website: https://www.al.com/news/mobile/index.ssf/2014/07/university_of_south_alabama_st.html

Furthermore, it appears in Baldwin County, that simple "cigarettes" ring-up (cash-out) differently at different stores, and is mystery to all "cashiers" folks spoken with. Is this not the purvue of the local Alcohol, Tobacco, and Firearm's (ATF) authorities.....?????

Additionally, Hoover Alabama, has a US Secret Service Computer Forensics Training Center, for both Federal and Local Law Enforcement, to help fight "counterfeiting!" With such a large Secret Service, etc....presence in State of Alabama why, is in fact "counterfeiting" (IAW numerous, and countless media reports of all sorts) such a constant issue in Baldwin County, Alabama and Alabama in General??? See "How the Secret Service are Helping Fight Crime in Hoover, Alabama" by Chris Simmons at website: https://yellowhammernews.com/how-th...lping-fight-crime-in-hoover-alabama-csimmons/

(Well, this author, when tried correct young kid- local park- for pulling in rapidly behind him and almost destroying their car was "greeted" when simply asked "what is your hurry" with nothing but a "string" of profanity, and this kid "claimed" had "worked for everything ever gotten in life"..... so goes another day in the Heart of the "Bible Belt!")}}

Anyway- I hope this post assist's ALL Veterans out there as "one" generation of "soldiers" and "veteran's" builds upon both the success and "disappointment's" of the last- hopefully for the betterment of everyone (or at least try-perhaps))!!!! [KIND OF LIKE AN "AAR_ AFTER ACTION REPORT" utilized to spawn "improvement" and if memory serves right "originated" by German Wehrmacht during WWI-WWII(?) and adopted by US Military]

BEST OF LUCK- ALL!

ALL: Thought might add a few things:

1) Gulf Coast VA OEF/OIF Rep. is currently in "midst" moving office, but state's will "forward" Vietnam Unit Histories up US DVA Chain of Command, as "believe" based on comment's made MyHealtheVet Secure messaging (i.e. "always take care of me....") found "useful' as I hope other's have! Also over years have "discussed" why US DVA does not have such "Program" Vietnam Era Veteran's etc... with both OEF/OIF Program management as well US DVA Provider's- simply guess went "nowhere!"- As most suggestions from veterans, at least Gulf Coast VA/VISN-16 do, in my humble experience.....

2) Since talked ROE and "Law Enforcement" here, wonder if anyone knows- in particular State of "Alabama," if local (City/Town/County/State- level) required to undergo extensive "psychological" testing as is required US Military certain "career-fields" as well "most" Federal Law-Peace Enforcement?"

3) For those whom have seen movies "Argo" with actor "Ben Affleck," etc... might be wondering if "media" can be utilized send "coded" message's... as was done via "radio" etc... during World War II and as "Vietnam Unit Histories" greatly "illuminate," TV-Radio-Print Media- all utilized "psychological" operation's etc... during Vietnam Conflict , therefore have "put" together an "example" utilizing excerpts from the "June 2018 Issue" of "The American Legion-The Magazine For A Strong America" in file attached this thread! Hope one can "visualize" how this might "possibly" be done utilizing this example! (For movie "Argo" see-"Argo (2012 film)" From Wikipedia, the free encyclopedia at web-address: https://en.wikipedia.org/wiki/Argo_(2012_film) )

Anyway- hope ALL folks' found US Vietnam Unit Histories more than helpful as well as "enlightening" as "original" source material....

PS: Dive watche's etc.. were huge, as I remember, US military- up until some point in time....??????

ALL: Happy Memorial Day- thought I would add a few things for both Vietnam Era Veteran's and those who "served" in advisory capacity in Iraq, Afghanistan, etc...... please see attached file 288.pdf -"Phung Hoang advisors handbook." from website: http://cgsc.cdmhost.com/cdm/ref/collection/p4013coll9/id/287 , this was apparently the "official" US Military Guide Book- approved by none other than the legendary US General Creighton W. Abrams- utilized by military advispr's in Vietnam, and although not long, is highly well written, clear, concise and to the point! (A lot of people are not aware that both US Geenerals Colin Powell and Norman Schwatrzhopf were US Military Advisor's in Vietnam) While I was a MiTT Team Leader we given no document such as this, and unfortunately eneded up "re-learning" the lesson's learned by those who came before us, the hard way by "making-it-up" as we went along! Furthermore, a documenmt such as this would have been "benefical" for Team Leader's to properly "counsel" Team Personnel in what in fact was expected of them, and the "team's" role in the "big-picture/ scheme" of things!!!!!!On pages 11 and 12 of this old manual it describes "Counterpart Relationships" and Advisory Mission Relationship's" exceedingly clearly- see below quoted-copied from pages 11 and 12 of "Phung Hoang advisors handbook." at website: http://cgsc.cdmhost.com/cdm/ref/collection/p4013coll9/id/287

1527496281536.png

1527496368493.png

Folks could not believe in addition to everything else, my Team actually had "counseling files...... however, such as the above would have made counseling-mentoring much easier!!!!

The below is copied from "Reverse Side Cover Page" of "Phung Hoang advisors handbook." at website: http://cgsc.cdmhost.com/cdm/ref/collection/p4013coll9/id/287

1527496514383.png

Anyway, this all "HIGHLIGHT'S" the importance of "maintaining" historical document's in the US Military, so folks do not end up relearning lesson's of our "forefathers!"

Oddly, I discovered this looking at "The Vietnam War: The Definitive Illustrated History" by Dorling Kindersley Publishing Staff (can be obtained a Barnes & Nobles web-address: https://www.barnesandnoble.com/w/the-vietnam-war-dorling-kindersley-publishing-staff/1124212990#/ ) on pages 214-215, and then looked on Internet for it.... I showed this book and gave print out file below some "local" Vietnam Veteran's- one supposedly Commander American Legion Post in Fairhope Alabama and for some reason did not "look" too happy!!!!!???????

Anyway for further information on Iraq MITT Team's etc... would suggest the below:

http://military.wikia.com/wiki/Iraq_Assistance_Group "Iraq Assistance Group"

https://en.wikipedia.org/wiki/Military_transition_team "Military transition team" From Wikipedia, the free encyclopedia

Also, found an interesting quote in "The Vietnam War: The Definitive Illustrated History" by Dorling Kindersley Publishing Staff on a picture of engraved Zippo lighter, but will copy-cite from website https://www.goodreads.com/quotes/139020-we-the-unwilling-led-by-the-unknowing-are-doing-the about "Konstantin Jireček" at "GoodReads" : “We, the unwilling, led by the unknowing, are doing the impossible for the ungrateful."....etc..
Hope this assist's both Vietnam Era Veteran's and those who served as "advisor's" in Iraq and Afghanistan, etc.. as well as any US DVA Provider's out there, wondering what the US Military "Advisor" mission actually requires above and beyond the normal....??????

PS: I honor of US Memorial Day folks may be interested in "Battle Hymn of the Republic" at YouTube video website:

For those interested in the "Gulf Coast Region" as is oft "advertised-promoted" in VFW, American Legion, etsc... literature....- I would recommend reviewing the attached file: "Mobile Baykeeper Spring 2018 Update-25 MAY 2018" a scanned copy of "Mobile Baykeeper Spring 2018 Update-25 MAY 2018" that "highlight's"severe" environmental hazards this "region"!!!!!

ALL: Thought might also add the following that "symbols" have meaning IAW "The Vietnam War: The Definitive Illustrated History" by Dorling Kindersley Publishing Staff the "Phoenix" was supposedly chosen as symbol of the "Phung Hoang" program as I believe on pages 214-215 it was a Vietnamese symbol of "good luck, martial bliss, etc...." (see web address: http://culturemagazin.com/phoenix-in-vietnamese-culture/ "Phoenix in Vietnamese Culture" By Phan Nu Yen Chi )

One, might also be possibly interested in, at web address: https://www.cia.gov/library/readingroom/docs/CIA-RDP80R01720R001100030004-9.pdf see attached file from this web address and excerpt copied from attached file below:

Oddly, know a veteran that was the "Coordination Officer" for an "ill-conceived" US Army "experiment" of a unit "Special Troops Battalion" that's symbol was also the "Phoenix" and was "volunteered" for the new OIF "Phoenix Program" or "iraqi Advisor Program" in Iraq.... kind of bizarre....?????

Anyway it is all about "seconds" as actor Al Pacino gives in his speech in movie "Any Given Sunday" courtesy YouTube video"Any Given Sunday Al Pacino Pre-Game Speech"

at YouTube website:
View: https://www.youtube.com/watch?v=oSDhhZtRwFU

Also know veteran showed this movie at a foreign "military academy" in "Western Europe" and the "euro military student's" did not realize just how "violent-aggressive" American Football actually was- i.e. changed some opinions.....

Once again hope this assist's some Vietnam Veteran's out ther as well as those who "trod in there footsteps" in Iraq and Afghanistan, and as well as those abroad currently doing so....Happy Memorial Day

Tony292- thought this might assist you as well on page 14 and pages 24-25 of MHG_English.pdf or "Guide to VA MentAl HeAltH SerViceS for Veterans & Families" in this US DVA Pamphlet describes the type of care you can get for this "problem" if you so desire through the US DVA....

Darby009- since new to the US DVA thought I would attache some files thought you might find interesting:

1) history_in_brief.pdf Is History of the US DVA from the US DVA itself at: https://www.va.gov/opa/publications/archives/docs/history_in_brief.pdf Can also be found at:https://www.va.gov/about_va/vahistory.asp

2) MHG_English.pdf Is about Mental Health Services provided by the US DVA at: https://www.mentalhealth.va.gov/docs/MHG_English.pdf

3) Fact_Sheet-Emergent_Mental_Health_Care_Former_Service_Members.pdf Is about Service Members Other Than Honorable Discharge (OTH) aT: https://www.mentalhealth.va.gov/doc...Mental_Health_Care_Former_Service_Members.pdf

4) IntegratedEthics.pdf Is about ethics at: https://www.biloxi.va.gov/IntegratedEthics.pdf

5) Factsheet.pdf Is about Gulf Coast VA System at: https://www.biloxi.va.gov/about/Factsheet.pdf

Interesting, that on page 15 of MHG_English.pdf or "Guide to VA MentAl HeAltH SerViceS for Veterans & Families" it states "Even though these mental health problems do not occur as often as substance abuse, PTSD, and depression, they can be especially disabling."

So, given the above, why is it that so many veterans are in fact diagnosed "Bi-polar" which can mimic PTSD, or "schizo-disorder's and/or "personality" disorders, or affected by "highly-adverse" reactions psycho-tropic" medications (first check MH Providers Supposed to Make)? Simply for others to ponder?????

ALL- just thought I would follow-up, here as have given "Vietnam Unit Histories" and other things local "Vietnam Vet's" and they are simply amazed- as apparently were not allowed to talk about a lot of things.....

Also, the OEF/OIF Office at Gulf Coast VA has still not forwarded them to higher in US DVA as requested, for varying "reasons".....????????

I thought, I might add that if anyone out there has their "relative's" old "microfiche" with records on it, might want to try and get a copy made before it is "all but impossible" to read them via Library provided "micro-fiche" readers etc..... (know a local vet, bought a working one on EBay if anyone interested in that sort of thing, pretty cheap....) as these records "too" can be utilized as "proof" of whole host of things- as I believe there is a Vietnam Era "birth-defect" benefit children of Vietnam Veterans, etc....???? Super-moderators here could probably more than answer any questions on that....

Additionally, I quoted the above, from another Thread, as it is interesting the number of "bi-polar," schizo... disorders diagnosed by US DVA when this is counter not only their literature, but National institute Health, etc... Perhaps, one reason might be, if "anyone" wanted to call the "Red-Falg" on the US DVA what better means of "discrediting them than by rating the Bi-polar, etc.... and or- what if "underlying" causality is in fact "exposure" to something???? Anyway, questions, perhaps others can answer and or ponder.....perhaps????

Thought I would post an additional resource" might be useful:

"The Vietnam War: An Intimate History" -Hardcover – September 5, 2017
by Geoffrey C. Ward (Author), Ken Burns (Author) available at Amazon.com: https://www.amazon.com/Vietnam-War-...id=1529071548&sr=8-5&keywords=the+vietnam+war and Barnes And Nobles.com at: https://www.barnesandnoble.com/w/the-vietnam-war-geoffrey-c-ward/1125315118#/

In it mentions whole lot of things like "Operation Duck Hook" (see Wikipedia- "Duck Hook" at https://en.wikipedia.org/wiki/Duck_Hook ) as well as on page 380 the "Hac Bo" or Vietnamese "Black Panthers" supposedly "the elite all-volunteer reaction force of the First ARVN Division!"

Per "The Vietnam War: The Definitive Illustrated History" by Dorling Kindersley Publishing Staff on page's 140-143 it mention's "Dixie Station" and the "courage" of the "brown-water Navy!" Reminds me what local's call mouth of Mobile Bay, AL- Dixie Bar, and trying to get "patrol boat's" for Iraqi Military in my sector in Iraq to no-avail! Finally, on page 229- about "Vietnamization" it mentions "Operation Keystone Eagle" which reminds me of 101st in Iraq- sort of worked for and the Keystone Pipeline, and pipline kept blowing up in my "assigned" sector in Iraq etc.....??????

Anyway ALL- will not attach song today, but hope folks and Vietnam Veterans and or their survivors find this all useful in some small manner.....????

ALL- thought I would just follow-up on above message about Veteran Birth Defects due to Service Vietnam And Korea from above post and give example to those surviving "family" members who may not know what they "potentially" have in their "veteran's" remaining belongings or other items, as if have never seen may not really know what it is- US Military "Microfiche Records!"

First- the linke to US DVA Website about "birth-defects" of Korean and Vietnam Veteran's children is as follows "https://www.publichealth.va.gov/exposures/agentorange/benefits/children-birth-defects.asp " and it states:

"Benefits for Veterans' Children with Birth Defects
Children who have spina bifida or certain other birth defects and are biological children of Veterans with qualifying service in Vietnam or Korea may be eligible for a range of VA benefits, starting with compensation, a monthly monetary allowance based on the child's degree of disability.
After VA determines eligibility for compensation, we offer these additional benefits:
  • Health care benefits
  • Vocational training, which provides up to 24 months of full-time training, rehabilitation and job assistance with the possibility of an extension up to 24 months if needed to achieve the employment goal. The child may not begin vocational training before his or her 18th birthday or the date he or she completes secondary schooling, whichever comes first.
Complete VA Form 21-0304 (457 KB, PDF) to apply for all three benefits.
Eligibility for benefits
There are different eligibility requirements for children with spina bifida and children with other birth defects.
The birth defect must have resulted in a permanent physical or mental disability.
The covered birth defects do not include conditions due to family disorders, birth-related injuries, or fetal or neonatal infirmities with well-established causes.
Vietnam and Korea Veterans’ children with spina bifida

  • In or near the Korean demilitarized zone between September 1, 1967 and August 31, 1971 and were exposed to herbicides. Veterans who served in a unit in or near the Korean demilitarized zone (DMZ) anytime between April 1, 1968 and August 31, 1971 are presumed to have been exposed to herbicides.
The affected child must have been conceived after the Veteran first entered Vietnam or the Korean demilitarized zone during the qualifying service period.
Women Vietnam Veterans’ children with other birth defects

Now so folks can see what a very basic Microfiche Reader and US Military Records Microfiche look like please see below image:

Presentation1_001.jpg

If one is so inclined they can possibly obtain "used" microfiche readers for example websites below:

https://www.ebay.com/bhp/microfiche-reader?rmvSB=true

https://www.used.forsale/microfiche-reader

https://www.recycledgoods.com/microfiche-readers-and-printers/

Finaaly, and most oddly, I could not find and such benefit for "children" born with birth defect's for Veterans of Gulf War and US never ending "Global War on Terror!" However I did in fact find contradictory information about "incident's of birth defect's in "children" of these wars at the below websites- the reader can simply judge for theselves as to what to make of this "dichotomy???"

https://www.cdc.gov/nceh/veterans/default2b.htm -"Birth Defects" from the US CDC

vs.

https://therenodispatch.blogspot.com/2013/01/exclusive-birth-defects-increasing.html -"EXCLUSIVE: BIRTH DEFECTS INCREASING AMONG CHILDREN OF OUR TROOPS" dated Friday, January 11, 2013 from the "The Reno Dispatch"

Note: Many more websites out there also address this issue as well, one immediately above (Reno Dispatch), is just example....... so readers will have to "look" and judge for themselves on this "dichotomy" if they so desire.... as who knows could be wrong or other explanation....

ALL- sincerely hope this helps not only Vietnam and Korea Era Veterans but their survivors as well.....as think this is "little known" benefit????

PS: Might want to "check-out" https://www.va.gov/opa/publications/factsheets/fs_americas_wars.pdf - (file attached below: fs_americas_wars.pdf) ) from US DVA "America’s Wars"

Once again ALL- thought I would follow-up on the above post (see below line in quotes), as was doing some more research as know a "veteran" whose father served in Korea 2-times, the first time shortly after Korean War, and in Vietnam, and whom has a "sibling" with severe "birth-defect!"

Well, I was trying to find the "actual" Federal Regulation covering "birth defect's" in Vietnam and Korean War veteran's children, and simply could not find it??? Furthermore, could not find anything on this "web-site" about it after a quick search- but am having difficulty some features-such as quotes, etc..- this website and may have overlooked it???? If not I would hope, perhaps either the site founder or Super Moderator would possibly include something????? Also from above have attached VA Form 21-0304 for those interested in this "benefit" and may qualify....

In looking for the actual "Federal Regulation" on this, as simply would not, in my personal experience, totally rely on someone US DVA to explain it with having read the actual Regulation first- I found the following that might be of interest:

https://www.va.gov/orpm/ - "Office of Regulation Policy and Management's Goals: Make VA's rulemaking more responsive, visible, and predictable."

https://www.ecfr.gov/cgi-bin/ECFR?SID=c78393348233a9babcec7854080f5c8d&mc=true&page=faq#quest11- "Electronic Code of Federal Regulations- Frequently Asked Questions About the e-CFR "

https://www.disabilitysecrets.com/resources/disability/veterans-disability/agent-orange.htm - "Disability Benefits for Vietnam Veterans Exposed to Agent Orange...." by Jean C. ONeill, Contributing Author

Anyway, ALL- hope this assist's those whom may have a "legitimate" claim this benefit and perhaps the site founder or a Super Moderator can post actual Federal Regulation governing all this on behalf "survivor's" of Korean War and Vietnam Veterans....??????

In parting, kind of like in movie "Apocalypse Now," in which a couple of songs stick out like the band the "The Doors" song "The End" and several "Rolling Stones" songs, well the first song played for "Desert Storm" IAW "Wikipedia" at web-address: https://en.wikipedia.org/wiki/Rock_the_Casbah - "Rock the Casbah" was in fact "Rock the Casbah" by the band "The Clash"- so here it is, courtesy of YouTube video "The Clash - Rock the Casbah (Official Video)"at YouTube video web-address:

"Anyway, ALL- hope this assist's those whom may have a "legitimate" claim this benefit and perhaps the site founder or a Super Moderator can post actual Federal Regulation governing all this on behalf "survivor's" of Korean War and Vietnam Veterans....??????"

ALL- still having issues this website, and could not "insert" quote above etc.... but was hoping for some "feedback" any Vietnam Vet's, Korea Vet's, Super Moderator's etc.... but simply guess this is not helpful to anyone so will simply close out!

On that note- couple Vietnam Vet's my area "Gulf Coast VA/ VISN-16" simply "upset" that in one case took 30-years get "proper ratings" and in another case no ratings awarded supposedly or very low "ratings" in 10-years or so..... Had to tell them, that "not myself saying it" but other's, in medical profession whom observed same, that in this area "Region" it takes on Average 10-years or so to get "awarded" ratings that should have been awarded from the very start of process.... so not only are they "legitimately" upset, but so are countless other's....

I think the below "redacted" secure message from a career US DVA employee about sums it up:

Hi ????,
Just thought I'd let you know that I will be retiring from the VA soon Planning Aug. 31st.

I guess you could say that I've decided "enough is enough". Hopefully I will find some way to help Veterans where it will make a difference! This is not the place for me to do that!

Call you this weekend!

Take care,????
________________________________________________________________________________________________________________________________________

Anyway, ALL- I sincerely this helps some Vietnam and Korea War VET's out their, as well as potentially some of their children/ survivors, if already deceased.....take care all....

ALL- just thought I would follow-up on a few things here: (PS: still having significant computer web-site issues etc.. IS ANYONE ELSE???)

-After readingAchilles in Vietnam: Combat Trauma and the Undoing of Character” by Jonathan Shay at Barnes and Nobles web-site: https://www.barnesandnoble.com/w/achilles-in-vietnam-jonathan-shay/1111865915?ean=9780684813219#/ got me to thinking about a few things related to Vietnam veterans etc…. Like, lost records, and “testing” of Vietnam soldiers with supposedly “various” mind altering drugs, and weapons-equipment failures, etc……

It is as if we ALL do not learn from history! Take for instance the great documentary The Mystery of Zulu Dawnat Amazon.com- https://www.amazon.com/Mystery-Zulu...UTF8&qid=1532110401&sr=8-3&keywords=zulu+dawn where they utilize all spectrums of science to “uncover” after the British Empire in Victorian era tried to casually ‘dismiss” why the British Army was defeated by the Zulu’s. Conclusion- numerous- weapons, tactics failures on part of British and utilization of, terrain, weather, and- yes- drugs by the Zulus….humph- something to simply think about…..???????

-After perusing: The 2007 Import and Export Market for Microfilm, Microfiche, or Other Microform Readers in United States Paperback – October 24, 2006by Philip M. Parker (Author) at Amazon.com https://www.amazon.com/Export-Micro...s=2007+Import+and+Export+Market+for+Microfilm as recommended to me by another local veteran, one cannot simply ascertain why there is a “Global Trade” in microfiche, etc.. especially if none are available local libraries etc…???? So how are “families” or even surviving veterans supposed to obtain their records if “microfiche” is all that remains of them… given a lot were destroyed in National Archives fire back in the 1970’s???? Also, same veteran whom gave these histories to US DVA providers cannot get answer if ever forwarded these “Vietnam Unit Histories” to US DVA higher authority…. humph????

Well-ALL- it might just simply be all “Science Fiction” after all… but kind of like movie Prometheus” by Director: Ridley Scott Cast: Noomi Rapace, Michael Fassbender, Charlize Theron at Barnes and Nobles web-address: https://www.barnesandnoble.com/w/dvd-prometheus-noomi-rapace/18045635?ean=0024543814009 and Amazon.com- “Prometheus” web-address: https://www.amazon.com/Prometheus-N...TF8&qid=1532110307&sr=8-1&keywords=Prometheus

Below Image: Copied from an Amazon.com Review Movie Prometheus” someone posted

"Columbian-Myayan-Redskin Images vs. Prometheus Image Character Engineers_001.jpg"

But that is simply for others to decide????

Hope- ALL- this has helped someone but as they say “HOPE” is not an “approved” method…..???

“About 20% of jail inmates and 15% of state prison inmates have a serious mental illness or about 365,000 inmates nationally. That's 10 times more than the number of people with serious mental illness in state hospitals.

50% of previously incarcerated people with serious mental illness are re-arrested and return to prison, often because they have not been able to comply with conditions of probation or parole.

A study of Washington state prisons found mentally ill inmates accounted for 41% of infractions even though they constituted only 19% of the prison population.”

ALL_ for those, “proactive” Vietnam and OEF/OIF “Veterans” out there whom were near either “Agent Orange” deployment and/or “burn-Pit’s” etc…. thought might be useful in support of a US DVA Compensation claim if one were to do their own “downwind hazard” calculation’s and submit as part of claim! (Please See Below)

One can find “downwind” hazard “overlay’s” and directions at such web-site’s as below……

Screen Shot-Google Chrome- Search Words -us army chemical downwind hazard overlay” for example only at web-address: https://www.google.com/search?q=us+...0#imgdii=d8i8dRvHf8qusM:&imgrc=wPSID8XAkm0eVM: on 10 SEP 2010 appx. 0716 AM EDT (see below image from above cited web-site: “Screen Shot-Google Chrome- Search Words -us army chemical downwind hazard overlay-10 SEP 2010.jpg”)

Screen Shot-Google Chrome- Search Words -us army chemical downwind hazard overlay-10 SEP 2010.JPG

GTA 05-08-004” for example only at web-address: http://chemicaldragon.com/yahoo_sit...RN_Waring_and_Reporting_Oct_2011.32092437.pdf accessed on 10 SEP 2018 appx. 0706 AM EDT (see attached file downloaded form above cited web-site: “GTA_03-06-008-CBRN_Waring_and_Reporting_Oct_2011.32092437.pdf”)

The hard part would be “obtaining” weather data for a “particular” time period-locale, that could possibly be obtained from web-sites such as below(?) and the “appropriate” scale maps to work with…...!!! Some of the “reports” in the attached files from "The Bud Harton Collection at the Texas Tech Virtual Vietnam Archive" and/or directly from the Texas Tech “archives” themselves…. I believe actually “contain” weather datum from when “chemicals” deployed etc……! This would be..IMO..for those “proactive” to perchance take a look into….??????

The World Bank Climate Change Knowledge Portal-For Development Practitioners and Policy Makers-Comparisons” for example only at web-address: http://sdwebx.worldbank.org/climate...try_comparisons&ThisRegion=Asia&ThisCcode=VNM accessed on 10 SEP 2010 appx. 0721 AM EDT (see attached image of screen form above cited web-address: “The World Bank Climate Change Knowledge Portal-For Development Practitioners and Policy Makers-Comparisons 10 SEP 2010.jpg”)

Once all relevant “data” and tools obtained, would be rather easy to “make” and “actual” map overlay(s) and submit in support of claim, that IAW US DVA regulation the US DVA Benefits folks would have to in fact “PROVE” beyond “reasonable-doubt” incorrect…..

Think, would make, along with “medical findings” a more than “solid” claim Agent Orange and-or Burn Pits, etc…. “Super Moderator’s” etc.. more than welcome to “chime” in….?????

Hope this assist’s someone and their “survivor’s” out there……?????????

Anyone ELSE issues this web-site…..????

ALL- thought some of the below better posted here for Vietnam Veterans and their survivors as well as those possibly not applied US VA Benefits from PEB Forum Thread "VA Award Letter Question" below line and in "italics":

_

"And for Vietnam Vet's out there, might find below in realtion to above highly interesting as well:

- American Troops Tried to Find Viet Cong Tunnels Using Witching Rods

- Historical Treasures: Dowsing rod

ALL- in way, kind of questioning-- wonder how many Vietnam War US Vet's "tunnel rats" tried to tell a US VA examiner utilized "divining" devices to find tunnels, etc... in Vietnam and resultant Vietnam Vet's were either simply blown off or rated some "psychotic" disorder... out of hand....kind of makes one wonder- perhaps????? Could be wrong.....????

Thanks.....hope this helps at least one other vet all US Conflicts 20th/21st Century out there....
"

__

It might prove useful, for those Vietnam Veterans, if claiming, any number things similar to or above listed web-sites, on VA C&P Exam, particularly Mental Health (MH), if one could find an old Unit History Log reference-annotation- to say the use of "divining" rods in finding "tunnel complexes-weapons caches..." in things like "The US Army in Vietnam"-"The Bud Harton Collection at the Texas Tech Virtual Vietnam Archive" or other similar archives.....

Thanks and hope helps.......?????

(PS: still issues this web-site...)

Realized- those US Vietnam Veterans and vet's of other wars whom might have utilized these devices- due to perhaps things like perception or frustration with US VA- might not want to admit it.......

So thought would post some more articles on this as apparently this "art" or "science" is slowly being re-looked, apparently globally! Furthermore, as most whom have relative Vietnam vet, all kinds of "weird" things done with scientific research on troops during the US Vietnam War- from psychedelic drugs to whom knows really what else such "psychic" abilities,...???

Waht a better "test" for screening "potential" solider candidates for "psychic abilities" and further testing and monitoring than success with something like a "dowsing" rod...perhaps????

Finally, if "empath's" truly exist, would this also not be a good test????

Anyway- if interested, and hope relieve any stigmata - if there is...please see below web-links for example and information only:

- diving rods - Google Search

- Why dowsing makes perfect sense

- divining rods science - Google Search

- books US ESP Military research - Google Search

- books on empath's - Google Search

Hope this helps at least one US Vietnam Combat veteran and/or survivors out there, as well any other US Veteran perhaps utilized equipment such as or like kind this.....could be wrong though and if so please correct me.....????

ALL- a vet I know made me aware of something That thought might be of significant interest to Vietnam Veterans and their survivors out there, that may shed some light on the scope of employment of Agent Orange during the US Vietnam War, as well as other areas, perhaps like Korea, etc........

Apparently, in above referenced book "Operation Paperclip" by Annie Jacobsen, and per book index under "Agent Orange" this substance is discussed in supposedly quite detail on pages "387-88" and apparently describes something called the "Hoffman Trip Report" that has supposedly "been cited numerous court cases regarding utilization S Government-Military" of Agent Orange?" (see above web-links reference and example only if interested)

One tried to find direct mention of this report in above, for example only, NVLSP Veterans Legal books, (see above web-links reference and example only if interested) hopefully available local libraries or if exist, US VA Veterans Facilities reference libraries, but one could find no direct mention after quick scan, other than why a US District Court, tossed out major litigation against US "manufacturers, such as perhaps Monsanto...." (see above web-link for reference and example only if interested...???)

Anyway, if Mrs. Jacobsen, in her book is correct, the extent to which Agent Orange was perhaps utilized in US Vietnam War, alone, makes it easy to understand why so many US Military veterans whom served in direct ground combat-air roles, somewhat, possible upset when a few on board US Navy ships were congressional awarded "service-connection" by the US DVA.....for Agent Orange conditions, perhaps????

Anyway-hope this assists some Vietnam Vet's and or their survivors-children, out there....and please correct me if I am wrong.....???

(PS: still some slight issues this web-site.....)

ALL- just an update, here for those possibly interested, local veteran in fact allegedly asked US VA Mental Health providers if in fact "Empaths" existed- surprisingly the answer was in fact YES- they do! Furthermore, IAW this veteran, US VA MH Providers verified that Empath's meet criteria bi-polar-depression- but are IN FACT NOT bi-polar/depression but something else entirely..... pretty interesting....?????

Supposedly, this veteran trying to get out of US VA if there is any specific testing the US VA or others do for this supposedly inherent trait......?????

Well, hope this assist's someone out there and perhaps alleviate any "stigmata" perceived and/or otherwise.......could be wrong and s always welcome any correction SuperModerators, etc....????

Below in bold "italics" cited-quoted from Jacobsen, Annie. Phenomena (pp. 5-6). Little, Brown and Company. Kindle Edition.

The real action began in 1972, when a small group of promising young scientists was approached by the Central Intelligence Agency to embark upon a research program involving psychics, or “sensitives.” The work took place at Stanford Research Institute, the second-largest Defense Department–funded independent research facility in the nation. The CIA challenged the scientists to first determine whether extrasensory perception—the ability to perceive things by means other than the five known senses—and psychokinesis—the ability to perturb matter with the mind—could be demonstrated and repeated in the laboratory. If so, the CIA wondered, how might these disciplines be best deployed against the enemy to win the Cold War? The results of the CIA program were spectacular. “A large body of reliable experimental evidence points to the inescapable conclusion that extrasensory perception does exist as a real phenomenon,” the CIA concluded in 1975. Focusing on the results, the military and the intelligence services wanted in. This included the Navy, the Air Force, the Army (including its Intelligence and Security Command and the Development and Readiness Command), the Coast Guard, the Defense Intelligence Agency, the National Security Agency, the Drug Enforcement Administration, the U.S. Customs Service, the Secret Service, and the Joint Chiefs of Staff. Over time, numerous presidents, congressmen, and members of the National Security Council were briefed.”
