Does anyone have guidance on the best path forward here? or should I just drop it...

- Honorable DC
- Submitted Tinitus claim in 03
- Claim denied because I informed the review person that "It comes and goes"
- Appealed in 2015
- Denied again for same reason
- Situation is not improving - ringing continues
- Would like to appeal and this time use the verbiage "is constant, but quite noticeable when it is quiet or there isn't enough noise to drown out"
