When should you receive a PEBLO?

Here is an excerpt from my unit commander that is handling my medical retirement process. I was found unfit for duty May 23 for PTSD. My medical unit has drug this out until present day. I was told in May 25' by the exact same unit commander that is now handing the process, that he was closing my IRILO and I would be ETS despite being found unfit for duty by a medical doctor in the AF, and recommended in my NARSUM to be medically retired.

So this guy DOES NOT WANT to do this. But the base commander has put him in charge of it:)

I sent him an email asking when I would receive a PEBLO to help me with my questions and medical documents etc. I also asked him when I would receive form 1185.
Here is what I was sent:

Your first email asked about Form 1185 (Commander’s Impact Statement) and the second asked about appointment of a PEBLO. You cited guidance for the MEB process in support of your questions. As stated in the memo dated 20 June 25, you are not currently under the MEB process, rather you are in the IRILO process. You must first complete the IRILO process before potentially being referred to the MEB. As part of the IRILO, the Form 1185 (specifically section 5) cannot be completed until all records are received and reviewed. No Form 1185 has been issued to you because you have not yet submitted all necessary medical records. In the event you did complete the IRILO and were subsequently referred to the MEB, your appointed PEBLO would be Lt Col Charlena Alfonsi with whom you have already had extensive communication over the last several years.

BTW - The PEBLO mentioned in this email body is the commander of the MTF. The same commander who took over a year and a half to complete the process after my Fit for Duty report found me unfit.

Nobody has helped me with anything. I also did not think the unit commander of FSS should be responsible to collect my medical information, or at least it says that in the AFI.

I would talk to your First Sergeant, but I'm pretty sure you can go to the PEBLO office (mine is at MTF, try there?) and talk to them about the process. Your leadership is definitely not helping you out and you should just go ask questions somewhere else. Maybe the PEBLO can get it all sorted for you, the commander doesn't run the IRILO. It's the PEBLO. If you were actually undergoing an IRILO, you would have received an email from someone explaining the process and how the IRILO can lead to the MEB.

Thanks for the reply. My FSS commander is absolutely doing the IRILO despite the AFI regulations.

Is there an AFI regarding paying for medical records out of pocket? They are telling me if I don't pay for the records, then the MEB process will end, and I will ETS immediately

What do you mean pay for records? Like from an off base doctor? Or your military health records?
Also, I might have said something a little confusing - your commander will participate in the IRILO, but only to complete a commander impact statement that is SUPPOSED to explain how your medical conditions affect your duties, i.e. how many days you have missed for illness, appointments. Also how your physical expectations are having to be adjusted due to any possible pain from lifting heavy objects. Definitely go to your PEBLO, that Lt Col, and ask what is going on. It seems like she might be out of the loop hardcore.
 
Curious as to why the unit commander can not be involved in the IRILO?

Also, I think what he/she is saying is that they want him/her to purchase the civilian medical records. Some states make you pay for medical records. I don't think the member should have to purchase their own medical records to be medically separated/retired

Does anyone have any info on who is required to purchase the medical records the member or the unit?
