    If the FPEB board members reach a unanimous decision before the FPEB concludes, then they offer the member a "stipulation" that they can accept to close out the case immediately. Then, the FPEB board sends a simple report to the PEB president who essentially only has to sign off on the findings...

    Oh man that's a bummer to hear! I imagine your DES attorney is also very frustrated by the long wait... I am grateful that I happened to be one of the lucky few who received a same-day stipulation during the FPEB itself, so everything has been moving pretty quickly now it seems.
