Have a VA Rating But still in Guard-INCAP & Procedure Question

Did things backwards perhaps but VA rating just came back and now I'm wondering what happens next.

Husband is still in the Guard as a dual status DOD employee: 100% TBI, 100% PTSD, 50% migranes, 20% back, 10% tinitus, + a few other things connected at 0%. Hasn't been to work for almost 2 years. MEB is on hold waiting for an LOD that is very long over due. My question for you is this:

What do I give his chain of command to tell them about the rating?

What happens next- we've been receiving INCAP pay for the 2 years he's been out of work for a deployment related injury. MEDCON orders were dropped after his surgery back in 2012, are we still eilgible for INCAP? I don't want to double dip and get hit with a big bill in the end.

Can anyone direct me to the legal parameters as to what will happen next or should happen next...
