How to Initiate an MEB with a Hostile COC

Hello, I am a National Guard Officer with a unique issue. I have a very hostile COC [BN Level and Higher] who attempted to initiate a Withdrawal of Federal Recognition Board, was completed, found against me, and I had the board results chucked due to, among other things, incredible violations of my administrative and substantive rights by the same COC. Prior to any issues ever occuring with my COC, I received a VA rating of 40% for PTSD and MTBI, for combat operations [RCP PL, hunted IEDs] in Afghanistan. In February 2013 I expect that to goto 70+%. SRP was in January 2012....last years SRP the doc recommended I be evaluated further due to PTSD and MTBI but that mysteriously didn't happen. I have tried to transfer...denied. My request is for information on how to initiate the process from without my unit. Injuries occurred during active duty and I received an LOD while on active duty. Was seen in country at the hospital, positive MACE test...etc. A high speed individual on this forum recommended I ask the forum as a whole but he suggested going to the local military hospital and having a physician initiate the process that way. I wanted to check for other possible courses of action or advice from the high speed folks in this forum. Thank you for any assistance....

Talk to an Ombudsman at the nearest active duty post. They will help point you in the right direction and try to start coordinating actions. If there is a medical provider who will write a P3 profile for your conditions, it takes it from your commands hands. I can't remember if you are air force or army. If army, AR 40-501 is the publication you want to learn. Also read your current profile. If you have a no on any of the basic soldier tasks, it says right on there an MEB must be initiated.
 
Army National Guard. Any medical provider OR a Military Hospital Medical Provider? Thanks for the intel.
 
For a profile it needs to be done by an Army doc. A civilian doctor can provide input and recommend, but it's the military doc that is going to drive the train with a profile. Again, this is right up an Ombudsman alley. This situation is exactly why they exist. They are supposed to be an impartial player that mediates between the command, medical establishment and the soldier.

Ombudsman is more an Army/Airforce thing... Not sure what you guys have on that side, maybe they call it something different?
