The AR 635-50 and 10 USC 1204 are the authorizations for the retirement. However, as you know, AR 600-8-19 is the authority for promotions. Where does it say it on your orders?AR 635-40

What she said does not make sense to me. You were selected for promotion if you were on a promotion list. It’s just the time needed to you actually pin on is truncated to coincide with your last day of service. The regulation even goes on to say if you were to be brought back into service (from TDRL for example) that your DOR would be adjusted to what it would have been if you weren’t medically retired. But if the military systems aren’t updated you’d come back in as your old rank. What the heck is the point of the DES promotion policy if it’s not recognized in Army systems to include DEERS?Ok, I made another call to my state G1 office and was told it’s a promotion without pay and would not be updated in any of the military systems because I was not selected for a promotion per her conversation with USAPDA.

The rank should have no bearing on pay since HIGH 36 is used and being promoted on the last day of service wouldn't affect HIGH 36.The orders show some kind of promotion- what kind, how is it implemented, it’s only updated in non pay systems? I’m told no updates anywhere.

I have a few military friends, and today I reached out to one with the exact same type DES retirement with a promotion to E9. Only difference was friends was all on one order instead of having the amendment like mine.
My friends E9 promotion was paid in DFAS! They notified DFAS to stop the E9 pay because they didn’t want to incur a debt further down the road knowing the USC didn’t authorize the E9 pay. They explained to DFAS that it was a rank promotion only and DFAS told them they couldn’t have E8 pay with E9 rank in DFAS. It now shows them E8/MSG instead of E8/SGM.
So I don’t know what’s going on
Exactly, when retired pay is received I would think rank doesn’t matter because the pay isn’t tied to rank anymore. It’s fixed with only Cola raises.That makes no sense. I’m no longer in the DES system. Can a (ASC) PAR be done? I haven’t ran across any verbiage about senior promotions other than SGM.• Please follow the steps listed below to submit an Administrative System
Correction (ASC) PAR; once received we will review and action appropriately.
•
• 1) Initiate a Personnel Action Request (PAR) in IPPS-A.
• 2) Select "Promotion" as the action.
• 3) Select "DIS - Disability Evaluation System" as the action reason.
• 4) If Soldier has already been promoted to requested rank in IPPS-A then an
amendment to those orders must be requested.
• Choose “amend” under type of PAR, choose the correct orders to amend.
• 5) Fill out data reflecting Soldier information such as:
Rank Entry Date: Date of separation on order
Grade Entry Date: Date of separation on order
• 7) Attach appropriate documents to action (i.e., MUST HAVE D199 AND SEPARATION ORDER, BN CDR's memo - Optional, have legacy PPW must reflect current weapon qual, ).
Add any additional documents under more information.
• 8) Route action through to the Junior Enlisted Promotions team
• For Active Component S1s will insert Jr. Enlisted Promotions in the Approval
Stage by choosing business unit “ARACA” and Template ID # 000000000033819
• All other inquires can be submitted through CRM or PAR<Admin Records
Correction. Some examples would be Soldiers who require legacy temporary
promotion extension, on by-name list and didn’t receive orders, etc.
PAR should be approved within 1-2 business days. When it approved, go to "View order", email order to your transition POC.

I do remember a system called SIDPERS, but I don’t know which system keeps my records now. Any chance you can relay the special promotion code used from table 18-6 in IPPS-A for DES. I could reference when TRANSPROC returns my call.Because you are retired, I doubt that a PAR in IPPS-A can be done. I don't even know if retirees are in the system; you might never have been in it since the ARNG didn't start using it until 2020 (active duty JAN 2023). Although many ARNG states were migrating from SIDPERS to IPPSA around that time of your retirement which may explain why it wasn't done. I did look through the IPPS-A User Manual though and it seems to specify that this is how it is done now. Table 18-6 shows a special promotion code for Disability Evaluation System (DIS). Based on my knowledge and experience, it would be the Installation TRANSPROC that would submit that transaction. IPPS-A feeds into TABDB so that would update the connected systems. Again, since you were ARNG, likely this transaction would have and should have been completed in SIDPERS by whatever office processed your transition out of the Army.

Interesting. If retirees are still in IPPS-A it may be an easier fix for HRC TRANSPROC.
