    Got it. I haven't had the ability to submit a statement or reference to specific evidence at this juncture, but it sounds like once I get my legal counsel, we can just gather the required documentation that would materially change the board's mind and have them go petition similar to yours...

    @JoelPettit - given your previous roles, able to shed any light? The counsel at the Navy PEBLO's office told me that the FPEB counsel should be able to use the objective evidence and potentially get it settled pre-FPEB with a "stipulation". Not much out there I could find on this limbo period.
