ARNG INCAP and Retirement points

Has anyone that has been on INCAP been denied retirement points? I was on INCAP for 4.5 months, I did not drill during this time and looking at my RPAS statement for 2012/05/19 - 2013/05/18, it has 28 points for retirement which is a bad year. I've submitted a trouble ticket to MYPAY asking for all of my LES's during this time frame, however I have 144 AT/ADT time on my 2013/05/24 LES, which covers the time I was on INCAP.
The reason I'm asking this is because I'm just starting the MEB process and I was counting on this time being a good year so that I can get my 20yr letter before the MEB process ends. With this bad year I don’t think I'll get it.

You don' get retirement points while on incap pay unless you complete correspondence courses. Sorry.

I'm gessing I'll have 19 years when all of this is said and done then. Is their a way / a program that I can request when I go through this to to extend my time so that i get my 20?
 
How would you earn retirement points if you were to delay your medical processing?
