Can we infer IPEB determination is "unfit" based on the VA step you are on?

I've been through the local MEB and am currently in the IPEB stage. I've been calling the VA to try to get more information on whether I've been deemed unfit and if I have ratings yet. I'm being told that I'm on step 5 of 8 with the VA. That is supposedly the decision phase, within their own processes. Does that mean that the IPEB has found me unfit and sent my file to the VA? Or does that mean something else? Any help with understanding this process is appreciated.

Ideally, what I'd like to know is... when the IPEB refers a case to the VA, which step does the VA start with? Additionally, is there anything that we can infer about the IPEB determination based on the VA step a person is on? I hope I'm targeting the right questions to make sense here.
 
To my understanding, first, the IPEB declares you unfit and from there that decision gets sent to the VA for their proposed ratings. Next, the PEB gets those proposed ratings from the VA, applies them to your DoD %, and publishes their findings (DA199).

My VA claim is completed, before it was sent to the IPEB. I was never found fit. Ratings are done and sent to AFPC per the DRAS but I am waiting on the PEB's determination.

I spoke with my MSC who informed me that the claim is in deferred status until the IPEB makes a decision. Once I am found unfit the IPEB will request the findings from the VA and apply it to my conditions. PEBLO said it should be by the end of the week but I am not holding my breath.
 
I called the va and they said I’m showing as ready for decision. Does that mean the peb found me unfit? Just wanted to see if you ever found answers

Yes you are unfit. The VA would never get your package if you were found fit.
