So I have my VA% and waiting for DoD for a DA 199. I started the job search as soon as my PEBLO sent me a memo stating I'm unfit. I got a job offer this week for a start date of March, but now they're wondering why I'm not signing. From what I understand I can't sign until I am on transition leave right?

That is correct. Its not best to try to get a job until you have your retirement orders. If you do then you have to make sure your potential new employer is flexible on the timeline since that is out of your control.
I am in a similar position. I was recently found unfit. I have started testing the waters on what I might do when I get out. I could have a job pretty quick but I have no idea when I'll have orders. I have 6 months of leave (3 months paternity). If my command supports, is it possible to start terminal before having orders?
