Hello, I received my results back from the PEB this week and I am extremely disappointed with my ratings. I want to submit a VARR, however I am being instructed to submit for a FPEB, so I can buy myself time to gather my evidence for the VARR. I am told I can then cancel the FPEB and submit the VARR when I am ready, and the board will look at the VARR.

Can someone please confirm that this is accurate? My DA 199 is due in 2 days.

Who instructed you? A VARR and a FPEB are very different processes. How long will it take to gather evidence for the VARR?
 
Yes, this is completely accurate- as a civilian counsel who practices in this venue on a daily basis, I can confirm that this advice is correct. By requesting an FPEB, you will buy yourself additional time to develop and submit a VARR. Then, you can always execute a new election of options on your DA-199 accepting the IPEB findings and submit a VARR.

The reason that this technique is used by experienced civilian and OSC counsel is to ensure that you have the strongest VARR possible. You see, if you did not request an FPEB but simply wanted to submit a VARR, then the VARR would have to be submitted with your election of options on your DA-199.
