Given permanent profile with ALC-C3, in Guards, now being told non-retained due to non-retention at SRB

Over a year ago, I had an IRILO package submitted. Just returned ALC-C3 with the guard telling me I meet retention standards. ALC-C3 is related to PTSD from a helicopter crash I was in while serving in the Navy over 20 years ago. PTSD and anxiety were greatly aggravated when I tried to go to flight school for flight nursing. Squadron commander will not be retaining me during this next SRB because I am not able to perform my flight nursing duties because of my ALC-C3 and I don’t feel it would be safe for me to apply for a waiver and fly. Medical is saying I will be administratively retired due to manning issues - there is no non-flying, non-deployable position on my base or anywhere else I have checked to include multiple other states. Is it correct for them to administratively retire me when the reason I can’t find a position is due to my ALC-C3 which is service connected? I have 29 good years of service.
