In 2013 I reached maximum time in grade as a 1LT. In spring 2014 I was in attendance EOD Phase 2 when I was injured which lead to a medical board and medical retirement in 2016. I was on a DA Mandatory Promotion list published summer of 2013, I was in an EOD O3/CPT vacancy at the time of the promotion board result publication. Wasn't I supposed to have been promoted at my 5yr anniversary IAW AR 135-155? I was injured LOD and they kept me in the EOD O3 vacancy and stated I wasn't qualified to be promoted at the time.

What is your goal? Normally if you are promoted while on the list they give it to you the day before you medically retire. So there isn't a financial benefit as your base pay for a disability retirement is High 3 meaning taking your last highest 36 months of pay and add that number together and then divide by 36. Getting promoted on the last day in doesn't change the numbers. I am not sure I would want to go through all that effort if there is no financial benefit.
Re: “I am not sure I would want to go through all that effort if there is no financial benefit.”
There is the factor of prestige in some cases I assume. @tony292 did not mention that, but he became a field grade officer on his last day and will hold that status forever.
Not directly related, but an Army master sergeant can retire as a first sergeant if he/she successfully served in that position/rank during his/her career. That would have been my choice if I was an E8 at retirement.

I can understand that if you are still going through the process. If its after the fact you have to deal with the BCMR and that seems like a lot of work if no financial incentive.

Ahhh…I overlooked the fact that the retirement occurred years ago.
Well, if one has the time, go for it. I know one retiree who is submitting a request for correction of records to add (example ) an accouterment to his National Defense Service Ribbon.
I’m not to schooled on 14501 or 14502. I was promoted based on 10 USC 1372. From reading it, it certainly sounds like you should have been promoted, but I’m no expert. I think you need to consult with a good attorney.
