Medcon process?

Does anyone know what the process is for MEDCON? I know AF/A1 is involved, as well as the Case Management Office at AFMOA, but who really makes the decision? I've seen the workflow charts and it looks like AFMOA is the big decision maker, but even if they decided to place someone on MEDCON, it still has to go through A1. What exactly does A1 have to do with it? I'm pretty sure there are no doctors in A1, so how do they deny a medical request for orders if the medical professionals decide MEDCON is warranted? Or does AF/A1 simply implement what AFMOA recommends and account for the mandays, prepare the CMAS message, etc? Thanks in advance.
 
I was able to do some research and answer my own question: A1MO, despite having no medical doctors can deny a request for medical orders. So, even if one gets AFMOA to approve their request for Medical Orders, A1MO has the final say. I suppose it's similar to your doctor reccomending you have surgery for a condition, but the insurance company says no, since they're the ones paying for it.
