Out of curiosity, does the PEBLO tell you if you’re p&t when they tell you your proposed percentage or does that come after the MEB is done?

Usually the PEBLO will tell you DoD and VA percentages and if you PDRL or TDRL. He/she will give you your proposed VA rating paperwork. That paperwork will say if your VA ratings are Permanent, the absence of Permanent on the proposal rating paper work means one of more of your VA rating are subject to reevaluation.
