PFT Results But No Medical History

I've been complaining of chest pain and shortness of breath for over a year now and my primary care hasn't done much. It has gotten so bad that a flight of stars or long conversation leaves me winded. I just finished my VA exams, respiratory is not one of my referred conditions, and they had me do a PFT. My results were:

Pre-Bronchodilator:
FVC: 60% predicted
FEV-1: 27% predicted
FEV-1/FVC: 45%

Post-Bronchodilator:
FVC: 1.82% predicted
FEV-1: 0.37% predicted
FEV-1/FVC: 20.33%

I was a diver so have periodically passed PFTs and this is definitely a new condition. My question is can I be rated off this VA PFT alone? They wrote my diagnosis as obstructive lung disease but I don't have anything in my records other than statements that I complained about it and have never been prescribed/used any medication. I did follow up with my primary care to tell her about these results and have a cardiology appt on April 5th. Looking at the VARSD with those numbers, I'm in the 60% range? On a side note does anyone know how to interpret my post-bronchodilator results? Does that mean the inhaler didn't help?
