So I am just now entering the PEB portion of the whole deal and had a few questions regarding it. A little backstory, I was referred for both my back and my shoulder originally, my PTSD claim was denied by Ft. Liberty due to not enough time in treatment, it was later added to the PEB by the MEB board. I had an additional 13 claims that were pushed through my MSC to be rated by the VA. I completed my exams and just like I am sure a chunk of people had a few that came back with a negative opinions. The wild part is they found no service connection for some of them even though they are presumptive conditions and I served in the AO in which they shown to have occurred. Also had listings by the examiner that two of my conditions happened after I got out of the service. This is odd since I have never separated so not sure how that happens? I called the VA after my DBQ's came back and was told that I had to wait until ratings come back to fight anything or appeal. I can understand that. One of the biggest questions I had is in regards to the MEB that was just completed as the Army shows my shoulder injury was incurred while entitled to base pay (being on active duty). This is one of the conditions that the VA gave a negative opinion on. Is this something that the VA will second look at and take into account or am I going to have the whole HLR or appeal after all this is said and done? My PEBLO has been great so far out of Eisenhower and my NARSUM was favorable as all three unfitting conditions ended up breaking down into 13 separate issues for the PEB to evaluate.
