Interesting. If retirees are still in IPPS-A it may be an easier fix for HRC TRANSPROC. The challenge is always finding someone willing to do something unusual vs being ordered to by the BCMR.
I do not know if it would be helpful here, but the IPPS-A tech helpline instantly answers and were able to review all my data and messaging. They did not have the power to change anything, but they did keep me updated as to the situation. Since I was locked out of nearly all other places, it was very useful.
 
No response this week from TRANSPROC

I touched base with my congressman’s representative today and they disagreed with DFAS saying the promotion wasn’t honorable also. I was told they sent a rebuttal inquiry back last week. I added that I think this is a bigger problem than just DFAS. I don’t know the exact details of the rebuttal.

Well I have faith you'll eventually win out. Just hope it doesn't come down to a ABCMR appeal because no one will step up to correct a clear error. Again, I'd tell your congressman's office to demand an answer from HRC or DA G1 (those two famously though like to point the figure at each other.) Hopefully TRANSPROC provides clarity next week; they were probably all too busy complaining about the end of teleworking this week to answer lol.
 
Not sure how helpful it is to you, but I did come across the old ABCMR case that is almost exactly your situation, but with an officer. Spoiler Alert: He easily won and all of his military records (including DFAS) were updated to reflect his promoted rank.

 
I was contacted today by HRC and told the paperwork and requests are being submitted to correct my retired rank to E8 in IPPS-A. I asked if this action was because of the ongoing congressional investigation and was told no, at this point I'm not worried about who lit the fire. Now it’s hurry up and wait.

So bringing up an old thread but I have a question regarding this, I am on the current SSG OML but getting separated with 20% DoD. My amended orders show I will be pinned SFC on my final day before separation, so my question is, will I receive severance pay based on being a SSG or SFC? I am just curious as my finance seems to have no idea depending on who you talk to on what will happen.

Should be SFC for severance. Experts here can correct me. 10 U.S. Code § 1212

Not sure. Normally getting pinned on the last day doesn't increase pay at least for calculating HIGH 3. Severance is calculated on pay grade at time of separation. So I think you would get it based on SFC but I haven't read the actual text in a while.
