I'm not 100% sure, however I did a full medical records request in November and all the DBQ's were posted to my medical records already (you can use the old TRICARE online to see which are part of your records). My assumption is that the PEBLO gets them when they post - my understanding is that all of this is part of a larger record they can track. My final Diagnostic and DBQ set hit my records 3 JAN - so I can only assume these are available to develop the NARSUM at the same time.
Looking at my NARSUM - my first signature from the DOC was done 26 Jan, the second the 12 FEB - I didn't get it until the 20th.
A sidenote - if you had access to https://www.tricareonline.com/, logon and select health record and on the left side menu select "documents" - any DBQ's on your record will be posted there.
