Hello, I am stationed in UK and pretty far into the IDES process. Yesterday I was able to call the VA and get my proposed rating. The wording is well confusing on what is actually being counted into this proposal. Is it likely to get higher or lower when I see the full rating with the DOD findings? Confused on how the rating is based solely off the EZ form, when my VA appointments weren't completed at that time? Again, just curious.

Additionally, how long would you expect to wait for the next stage? Understanding there may be an additional shutdown in the works.

I just got my 618 and IMR signed off today. As far as the entirety of the rating for your VA stuff, it should be everything that was submitted to the VA from your C&Ps. From what I was told by my MSC, your proposed rating won't change unless you challenge it or there is something outstanding, IE you get a 60% rating for sleep apnea when the max rating is 50%. They told me that the MEB referred item was 20%. I told that to my PEBLO and they said that when the IPEB looks over everything they will consider the other claimed items and see if they are secondary to your original referral condition. So, since I have bilat hip/shoulder/radiculopathy, there's a chance that those will increase my DoD %.

I'm not an expert or anything so I could always be wrong.

I haven't gotten my 618 at the moment, just the proposed rating through the VA site, so I haven't seen the "itemized" ratings for each of my diagnoses'. However on the proposed rating I have, it basically says it went off the EZ form, which seems to negate the C&Ps.

In your original post it says you signed your findings and your 618 on the 17th of December?

I haven’t gotten the ratings for each of my diagnoses either, this was all just discussed with my MSC. If your proposed is 90% there’s little chance that will change unless you disagree when the IPEB comes back with their rating. AFIK, they base all of their ratings on how the VA looked at them.

As for them ignoring the C&Ps, that can’t really happen. The ratings for individual conditions are exclusively based on your DBQs that are filled out by the provider you saw at your C&P exams. Otherwise, they wouldn’t be able to put a percentage with the condition.

Gotcha, so proposed rating should incorporate the C&Ps, just contradicts what they said in their letter to me. "This proposed rating decision and letter are based on your claim received on August 22, 2025." Which is strictly the EZ Form.

Yeah sorry, I have signed the 618 with the local board findings. I got a little confused with you saying you knew your percentage from your MSC.
I try to ask these questions to my PEBLO and MSC and get no response. Everything I know is from my own research.

Yes it should incorporate the C&Ps because that’s how’s they get their DBQs. If you go to the veterans knowledge base (Veterans Benefits Knowledge Base) it’s a really good resource and it’ll show you what the ratings are based off of. If you look at your DBQs and cross reference it, you’ll have a pretty easy time finding out what your percentages are. Personally, I shoved all of my DBQs into an AI and got back exactly what my proposed percentage is now. I had to manually adjust some, but the result was the same.

All good. To clarify, when I looked at my closed claims in the VA app, it said there was a letter. I contacted the VA, they said the PEBLO can disclose that. I called the PEBLO, he said he can’t see it until the IPEB is done, but my MSC, the VA rep they assign you who submits your claim, should have it. I called my MSC and he told me the overall proposed VA percentage and specifically identified my MEB referred condition was 20%. I didn’t ask what exactly each condition was and what they were, I was just focused on the big number. I haven’t been able to see the form myself, when I asked my MSC if he could send it to me, he said that they can’t share the document until the IPEB is finished.

I am curious how you have access to the letter with your proposed IDES rating though.

Yeah, the guys where I’m at are awesome. Lots of communication, but I’m also asking for updates about one a day. So I don’t think they have much of an option lol

Jealous you have people with good communication. When I ask them anything, they give me a very bland response that I'll know everything after the IPEB is done.

I got so fed up with this, and knowing that the VA closed my claim on December 03, that Tuesday night I just called the benefits number through VA, and spoke to a very nice lady saying I can see they "sent the letter" but I have not recieved it and asked if I could get it in an electronic form. I had to confirm some basic facts about myself but then they sent it to my email on file. Its not the itemized version with each condition being listed out, but it gives the overall percentage and how much you would make if this were to be finalized.

I'm quite content with the 90, as that is about what I've calculated with my DBQ's through the same site you put. The letter however is not in plain english, very VA'esque be it. It just seems like they based it off of the EZ form and none of my C&Ps. Which some of my conditions were not at all in my medical record before the C&Ps, so I was confused how they could "propose" me a rating with so little information that they had in August. I.e never been to dental for my TMJ, but have had locked jaw, etc. so it would be added to my percentage. If it does include the C&Ps into this proposal that would make a lot of sense, so I guess that is likely what has occured.

Yeah, if anything they’re probably stating that the claim is based off of the EZ form because that’s how it was opened. Obviously I’m not an expert and I’m just thinking through it.

In your case, hopefully they didn’t include the C&Ps and your rating will go up lol.

Hi, Catarinas. Where on the VA site were you able to find the proposed rating?

Hi, in my profile I was able to view my claims, that's where it notified me the VA had closed my claim and that they had submitted a letter for my proposed rating. I've seen conflicting things on here on if they ever actually send the letter to the member or if they send it to the PEBLO. However, my PEBLO claimed they hadn't received anything.

You can't get the letter from VA.gov, but I was able to call their benefits line and get them to send me it electronically to my email.
