Wait a second, we're going to the huffington post to confirm a reuter's story? You'll notice the huffington post story listed reuter's as the source.

Choice Act was passed on 2014. It basically says the VA has to cut the school off from all GI Bill funds unless the school agrees to charge all vets as residents. This isn't something that the VA can force though, many times their are state laws in the way. Because of this, last I heard the VA is holding off on enforcing this.

It does appear all states are now playing along though.

Not sure exactly how this washes out for dependents though. I think it only forces them to give dependents of the dead (Marine Gunnery Sergeant John David Fry Scholarship) the in state rate.
