This is my timeline with almost 30 claims / the Army





Sep.20 referral to MEB / IDES
Oct.5 Met PEBLO
Oct.22 Sent my claims to MSC(Military Services Coordinator)
----------------C&P with VES--------------
Nov.13 First C&P Mental through Visual
Nov.14 Took Blood sample
Nov.17 Hearing/tinnitus

I heard I was supposed to get a sleep study. But I told them that I have a sleep study record(September 2023, on base) and I have CPAP now.
I sent my whole sleep records to VES.
They told me they gonna decide or deny it depending on the sleep study records after looking through them.
But after that, I did not get any information.
Still waiting.. waiting...

One thing that I know is 12/27 exam is the Eye C&P exam.
I already got a mail and an email about the 12/27 appointment.

I think Not scheduled on the Appointment list was the sleep study because VES told me like this.

But, I have other claims like knee, shoulder, ankle, thumb, and so on.



So, is it possible to go to the PEB without a C&P exam?

I do not know what happened.

Somebody explain this situation, please?



I do not have the energy and motivation anymore....

You only need the exam for the unfitting conditions. You can rescind the claims for anything made that is not a referred condition. However, if you do this you won't have a VA rating for those conditions. You can however, file for any ones missed or rescinded during the IDES process when you get out and if filed within one year of getting out it will be backdated to the day after you left the service.

Going through the same kind of waiting period, started medboard on sept 15 and have only done 4 C&P exams out of 22 claims. Also with VES

I think I got last exam with VES on Jan. I checked my schedule thru the VES website and got mail from the VES.

And VA gonna send your C&P exams to their contractor(like VES and so on..). I got VES. The first time, they sent to me mail with an access code to log into their site. You can check every appointments thru the Site. GOOD LUCK.

I appreciate the response and for the information! If there's something that I didn't put on the SHA that I would like to claim, just due to lack of time as I was sort of *forced* out into the field the day I was supposed to submit my SHA, can I add these additional items later, or can I just submit a new SHA?

You're welcome.
They(C&P Provider, MSC, and PEBLO) told me you can claim in one year after getting out. I think if the MSC did not send your SHA to VA, it will be possible to add it.
I am in the same boat. But if I do not get enough results, I will claim right after getting my rating.

If at all possible, I'd like to avoid having to do much of the claims after I get out. I'd like to get the brute of them done while going through this process. Hopefully we can get some answers soon. If I hear anything that might help us, I'll be sure to let you know!

Oh man, that's wild! Did they just come in sporadically? I'm assuming that's my next phase - meeting with my MSC (most likely via phone/email) and then getting to my C&P exams.

I hear you—the wait is absolutely exhausting, and 30 claims is a massive amount of paperwork for the system to churn through. It’s completely normal to feel drained when you're just staring at a "waiting" screen while your life is on hold.

To answer your main question: No, you cannot go to the PEB without your C&P exams being completed.

The PEB needs the VA's ratings to determine your compensation and whether you are fit for duty. The VA cannot provide those ratings until every single claim you listed has been "adjudicated," which requires a C&P exam for each one (unless it’s a "Records Review" only).

Here is exactly what is likely happening with your situation:
1. The Sleep Study "Records Review"

Since you already have a diagnosis and a CPAP from an on-base study (Sept 2023), VES might be doing an ACE (Acceptable Clinical Evidence) exam. This means a doctor just reviews your files without meeting you. This is likely why it shows as "not scheduled"—it’s a desk side review.
2. The Missing "Physical" Exams (Knees, Shoulders, etc.)

If you haven't received appointments for your musculoskeletal claims (knee, ankle, etc.), it usually means one of two things:

Logistics: VES is still trying to find a provider in your area who can handle that specific block of exams.

Batching: They often wait until the "specialist" exams (like Eye or Mental Health) are moving before they dump the general physical ones on you.

3. What You Should Do Right Now

Call your MSC: Your Military Services Coordinator is the bridge between the Army and the VA. Ask them if the VA has requested "clarification" on those missing physical claims.

Call VES Daily: Don't wait for them to mail you. Call and ask, "Are there any pending requests for my musculoskeletal exams?" Sometimes they have an appointment ready but haven't sent the notification yet.

Check the "Claim Status" on VA.gov: If you see "Request for clarification" or "Development Letter Sent," it means they are stuck on something.

The Reality Check: With 30 claims, your timeline is going to be longer than someone with 2 or 3. The PEB can't even start their "Fit vs. Unfit" determination until the VA sends back the preliminary ratings for your MEB-referred conditions.

Hang in there. The process is a black hole of communication, but it is moving. You’ve done the hard part by getting the referrals; now it’s just a battle of patience against the bureaucracy. Focus on that Dec 27th eye exam for now—one box at a time.
