peblo help

I'm starting my MEB process and my PEBLO is seemingly only wanting to put one condition on my 0819, it only rates 10%. I know that I can get the VA to rate me later on in the process, but will other unfitting conditions be added to the DOD rating still, or not because they are not on the 0819?
