20 year letter question?

Need some help as I am trying to help my neighbor and a fellow American:
He is a Drill Reservist, has a 20 year letter and just received his MEB ratings of 20% DOD and 90% VA and have 10 days to appeal. He asked me some questions but I did not know the answers :
I gave this quote, but not so much of any help: "Under the provisions of 10 USC 1209 a Soldier in the Ready Reserve who has 20 qualifying years towards non-regular retirement may elect transfer to the Inactive Status List or Transfer to the Retired Reserve in lieu of being accepting disability severance pay."

Questions:
Q-Since his DOD ratings are not 30%, does it matter since he has a 20 year letter? meaning he can still collect VA 90% without DOD money like their AD counterparts or a Reservist in IDES while on AD orders?
Q-Is reverting to retired reserve the same as presumptuous of duty, like an RTD?
Q-If he does not take severance pay and reverted back to the Retired Reserve, can he still collect the VA 90% benefit?
Q-As a retired Reservist, will he & his dependents be able to keep their ID cards? or do they have to wait until he turn 60 to get new ones?

His goals are to get some cash flow monthly, still debating on severance and keep their military benefits.

Any insight will be greatly appreciated.
 
They cannot take force him to give up a LOS retirement, its already earned. But it is a little different. Retired reserves get a different version of TRICARE than chapter 61 retirees, I think it makes him ineligible for CRSC until 60(ish). At 60(ish) he'd revert to retired reserves anyway for the CRDP most likely.

No, a RTD is a return to active reserves, retired reserves is an inactive status. Inactive-inactive as opposed to active-inactive, yeah, I know. Basically RTD still can drill, etc. and are easier to recall to active duty.

Yes. Severance pay would be subject to VA recoupment rules. I wouldn't take severance pay, it should make him ineligible for retire reserve status, such as TRICARE and CRDP later.

They have to get different ID cards, but are still eligible for ID cards. Retired reserves gets a different color.

Basically, his appeal should be extremely safe. If he gets a better rating, great, but not a huge deal if he decides its not worth the fight. TRICARE premiums are half, blue instead of pink id card, can put in for CRSC main benefits of a chapter 61 retirement. If they lower his rating or declare him fit, he can do the retired reserves same as now. I can't think of a scenario where I'd turn down retired reserves for separation pay.
