Can a VARR decrease your rating?

Technically yes but they never do. They keep it the same or increase it. That is what my wife's attorney said. Typically you are adding additional evidence to support a VARR claim so not sure how the VA could justify reducing the original %.
They will only reduce a VARR rating if the previous rating assigned represents a clear and unmistakable error ("CUE") or was procured by fraud. Since VA C&P exams in the IDES process are performed by VA-approved contractors such as QTC, VES, or LHI/OptumServe, fraud is not really an issue. CUE errors rarely occur, as this type of CUE would be on the D-RAS Rating Activity level, where the rating formulas are applied straightforwardly. So there is no real risk, as the worst-case scenario in 99% of VARR responses is a finding of "no change."
