Can IPEB add condition for DoD percentage?

Case was sent up to IPEB recently, but only for IVDS. However, my CIS noted my shoulder tendinitis and some other things as reasons that make me unfit. I have seen different regulations stating that the PEB must view other conditions besides referred for the DoD rating. The evidence is all in the package sent up that this is a condition that should have been added, but Im unsure if they will either send it back for additional NARSUMS, rate it, or id have to further delay by getting an Fpeb.

JUNE 16 2025 : PCM generated NARSUM , was sent for review to PEBLO
JUNE 16 2025 :CIS and personal impact statement filled out
JULY 2 2025 : Resigned CIS due to leadership issues. CODE 37 turned on
JULY 7 2025: PEBLO SUBMITTED TO IRILO
AUG 6 2025 : FL4 recieved by Peblo and AFW2, Full MEB
AUG 6 2025 : SHA/2870/INTAKE/21-0819 turned into PEBLO same day
AUG 8 2025 : Met with Peblo, elected IDES.
AUG 12 2025: Peblo forwarded case to MSC. Awaiting initial call
AUG 14 2025: Met with MSC, signed 21-526EZ. 24 initial claims.
AUG 20 2025: 1/4 C/P exams scheduled. (VES)
AUG 29 2025: Tinnitus C&P
SEP 16 2025: Mental/Sleep C&P
SEP 22 2025: General C&P
SEP 29 2025: Eye C&P
OCT 8 2025: Peblo recieved all documents, compiling for local
OCT 16 2025: Sent to local board

OCT 22 2025: Signed local board findings, 618, and sent to IPEB.
 
The IPEB (and the FPEB) can find that additional conditions are unfitting, even if they are not covered in the MEB.

One way to think about it is that the MEB makes findings about your conditions meeting retention standards, but the MEB findings are really just a determination as to what level of detail the MEB provides to the PEB.

The PEB can send a case back for further review by the MEB. This is not something they want to do (more work for everyone), but often, if they have doubts, they will first lowball you at IPEB, knowing that if you have a good case, you can provide the FPEB with testimony/evidence.

Follow up question, My package was sent to the IPEB 22 OCT, but my VA claim closed on 17 OCT. I ended up calling and getting my proposed rating but it doesnt make sense, they finished ratings completely before the MEB packet was sent up to the PEB?

I heard somewhere in this forum the VA starts rating now before you are found unfit due to complaints of it taking long.

Correct! The VA received my DBQs and within 3 days they got ratings. That happened back in Sep 4th. My IPEB is just about to go to AFPC soon, but they have those ready to go. Now the Air Force is the one extremely late. My MEB package was finished 34 days past a deadline placed by my PEBLO and now due to Shutdown I am affected.

Sorry, did you mean your MEB package is about to go to IPEB? I’m at the same step, I got my VA proposed rating 3 days before my package was even sent to the IPEB. Due to the shutdown it looks like the Air Force only has a Lt Col and a Col working on the cases while the rest of the civilians are furloughed. My package was received by IPEB 22 Oct.

Yes, my MEB package was sent to AFPC. I am waiting for determination since the goverment is about to reopen, and I have VA ratings already, I hope is quicker turnaround.

How long did AFPC took to accept your package from the time your PEBLO sent it? Mine was sent around 7 Nov, but I don’t know if AFPC accepted it yet. Last time I talked to my PEBLO he just said he sent it, but was not accepted yet. That conversation was yesterday Nov 12th.

Well I never got that myFSS email everyone gets.. Mine was sent Oct 22. They just werent really doing anything the entire shutdown besides urgent things it seems. Hopefully tomorrow we start to see the end of the road. When are you trying to be on terminal? Currently im shooting for mid December.

I am trying to be done ASAP. Let me clarify this statement ASAP!!!!, lol. I missed too many family gatherings and I would love to catch this Christmas or at least new years. I hope to hear some from the IPEB no later than end of Nov and accept it to get orders soon. Selling all leave and not taking anything. I am hoping for the fasted final out-processing possible.

I believe fastest is 15 days including no leave. Its def possible!

Mine case was sent up 14 OCT and just got the FSS email. So I am sure youll be getting one soon since the government is open again.

You say often times the PEB will lowball the DoD findings if they know the member can provide information to back up their case to increase their percentage?

Information on my case I was found unfit at 30% for my hips by the DoD with my other referred condition as migraines which the VA rated me at 50%. So with the logic of lowballing is true is that what happened here?
