I thought over 30% for referred condition was enough for unfit...

The rating percentage doesn’t inform your fitness for duty. There a lot of conditions the VA will compensate for that are within your particular branch and career fields fitness standards. You’ll need to refer your service branch’s medical fitness standards to determine if your condition makes you unfit for continued service.

It can absolutely happen. Fitness for duty is driven by the retention rules of the service. As you known, everything in the military is waiverable.


EXAMPLE
A heart attack, doesn't meet retention standards. So the MEB recommends a PEB. The MEB is medically process.

Six weeks later the members is at work and able to pass a PT test. The member receives a retain rating from command and command states the member can perform all required task in garrison and down range. The PEB orders Return to Duty. The PEB is a personnel process.
