So I was diagnosed with a condition from the VA during my QTC exams. Though the condition was listed as causing occupational impairment, it was not added to my MEB and noted as “no current diagnosis” but technically I do because it was diagnosed at my QTC appointment. Will this be considered an incomplete package since it was noting “waiting for diagnosis” on my MEB or will they just go ahead with the board? I am referring to IPEB btw NOT the VA MEB. (I requested a condition be added to my MEB & it was denied)

So the chances of getting it added for an unfitting condition for your MOS is slim. You can request a FPEB to request that the condition be added. If you want to go that route you will need to be proactive. Everything from the NARSUM on up you want to try to add it or put in a rebuttal that it should be added because that condition affects your ability to do your job.

You may want to hire a private attorney that can guide you through the process and help you build your case at each step. Its very hard to get something overturned by FPEB if you haven't been fighting for it throughout the process. Imagine you just concur on MEB and then on NARSUM. You don't request a IMR either. Why would the FPEB add that condition after the fact when you have been agreeing with everything throughout the process?

Right that’s understood. I just wanted to know if it was going to hold up my case because I was told if they feel like there isn’t enough evidence they could send my case back. Not really worried about it being added at this point because I can appeal at a later time. I just don’t want my case to be sent back since they noted I was waiting for a diagnosis.

It shouldn't. You can however ask for it to not be rated by the VA. If not unfitting you have some say in what conditions you want reviewed for a C&P.
