Yeah it's possible. I happened to call them when they were still working on things and they began their decision process on the 17th of May, I called on the 21st. They sent me over the complete decision letter with a deferred condition in an email. After that, on the 28th my claim closed on the VA tracker. I noticed there were new files attached upon the claim closing, and the files sent to me on the 21st had directions for the rating team so I was certainly not meant to see that, so I called to receive them. All it was was a letter saying I am being proposed to have 100% VA disability and it thanked me for my sacrifice, with a separate letter stating I should submit a claim for scars I didn't previously claim.
After you sign your package and elect to submit your personal statement, request IMR, etc. that's when you wanna start hitting up the VA for updates, your PEBLO will likely be the one to forward your package rather than your MSC.
