My PEB was submitted February 4, 2024 but the SECNAV was requesting for an NMA. I got move to a different command and but now my new command is giving me a hard time. CO hasn’t submitted an NMA and it’s been over a month. My EAS is coming up in 2.5 months and I’m afraid that I won’t be able to go through my PEB process. I’ve been trying to work with my S-1 but it seems like I’m getting the run around answer… What do I do here?

So, you're MEB referred, which means you're in the process. Unless it's for cause (misconduct), you can't outprocess while actively being evaluated by a MEB/PEB. Someone please correct me if I'm wrong, but only if you're referred for an ADSEP/Some other formal board, the process has to play out.
The NMA by your CO is a simple, non-binding determination of your COs assessment of your ability to do your current job and is non-medical in nature. All you can do is continue to ask (nicely) to complete the NMA so that the process can continue.

Does this mean I would need to extend? I’m looking at my MOL and my EAS date still say 20250703. I spoke to the S1 Gunny and when I brought up extension he told me to just wait it out and EAS and the only reason someone would extend is if they’re trying to stay in. I’m feeling a bit paranoid… but maybe they’re burning my time here so they don’t have to deal with me.
Since you're a Marine, and I'm Navy, I don't know if there are administrative differences, but for Navy, when you go into a MEB process, it changes your ACC (think activity code) to 355 which then suspends normal personnel transfer/processing procedures, and you won't be allowed to outprocess. Have you consulted your PEBLO about the process?
I also ran into this issue, my EAOS was 11/2024, however, my process was delayed by 6 months due to my NMA not being signed and forwarded. Hopefully you caught it soon. I did have to extend through 25MAY2025. It’s a one page form you complete with your NCC
